HomeMy WebLinkAbout2000 11 13 Informational B Experimental Speed Limit Sign Awareness Program COMMISSION AGENDA ITEM B CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR November 13.2000 Meeting MGR~EW Authorization REQUEST: Police Department providing the Commission with information about Winter Parks experimental speed limit sign awareness program. PURPOSE: To inform Commission of the findings pertaining to Winter Parks efforts to illuminate speed limit signs in different low light areas of the city. The information was requested by Commission. CONSIDERATIONS: The City of Winter Park started an experimental program where they identified speed limit signs that were in low light or low visibility areas of the city. They replaced these signs with a sign that has a 3-inch yellow high intensity tape stripe around the outside edge. Completion of the experimental stage of this project has been completed with no legal challenges or negative feedback. Normally, the standard residential speed limit sign is 24" X 30" and they are using a 36" X 30" sign blank. The additional size of the sign allows for the 3-inch high intensity yellow tape to be added around the border without changing the interior dimensions of the standard sign. However, these signs do not meet the standard set by the Manual for Uniform Traffic Code with the addition of the yellow tape. The standard for a regulatory sign is a white background and black lettering with no additional colors. The City of Winter Springs currently has 192 speed limit signs erected throughout the city limits. Public Works has suggested a replacement schedule that would change our current signs to a white high intensity diamond plate background blank in the standard size 24" X 30" sign. This would give us high visibility signs that would keep us in compliance with the standards of the Manual for Uniform Traffic Codes. The replacement cost of the sings with a high intensity white background is $37.13 ea. and can be lettered and replaced by Public Works. Winter Park is currently paying $54.67 per sign. The total cost per sign includes the reflective yellow border on the large sign. In comparison, the cost of replacing all 192 signs in the city would cost $7,128.96 under the Winter Springs schedule with white high intensity material. To replace the cities 192 signs with the Winter Park larger signs with the yellow border would cost the city $10,496.64 FUNDING: Public Works would replace SIgnS as needed under the current replacement schedule. RECOMMENDATION: To go forward with Public Works plan to replace speed limit signs throughout the city with the high intensity white background 24" X 30" blank with black lettering.
