HomeMy WebLinkAbout2006 01 23 Consent Item 404 Fruitwood Lake Land Transfer COMMISSION AGENDA ITEM 404 CONSENT January 23, 2006 Meeting MGR/DEPT Authorization REQUEST: The Public Works Department requesting authorization from the City Commission to enter into an agreement with Southeastern Surveying and Mapping Corporation for $22,680 to provide surveying and platting services to complete the Fruitwood Lake Land Transfer. PURPOSE: The purpose of this agenda item is to request authorization from the City Commission to enter into an agreement with Southeastern Surveying and Mapping Corporation for $22,680 to provide surveying and platting services to complete the Fruitwood Lake Land Transfer. CONSIDERATIONS: . At the November 28, 2005 City Commission meeting, the Commission approved the proposed Fruitwood Lake lot split plan (see Attachment 1). . The surveying services required to complete the survey and land transfer generally include the following tasks: o Boundary survey o Locate all existing improvements, utilities, and easements o Prepare and record a plat o Prepare legal descriptions for the lands to be platted o Obtain signatures from the 19 owners who will be joining the plat o Obtain title opinion for the property to be re-platted o Set new lot corners . The City requested and obtained proposals from three surveying firms: Services, Inc. Price $22,680 $26,825 N/A . The prices submitted by Southeastern and BJM are slightly higher than anticipated but not unreasonable given the complexities of this plat. Both proposals were complete and the firms are both qualified to perform the work. Southeastern had the lower price and is the recommended firm. January 23, 2006 Consent Agenda Item 404 Page 2 of 4 . Tinklepaugh submitted a proposal that did not include the complete scope of work as requested by the City. FUNDING: The $22,680 to complete the project is recommended to be funded by a supplemental appropriation from the Stormwater Utility Fund balance. The area surrounding Fruitwood Lake is currently maintained by the City at a cost of approximately $3,000 per year, funded out of the Stormwater Utility Fund. When the land transfer is complete, the area will be maintained by the residents resulting in a savings to the City of $3,000 per year. Based on this savings, the $22,680 appropriation has a payback of approximately 7.5 years. RECOMMENDATION: Staff recommends that the Commission authorize an appropriation of $22,680 from the Stormwater Utility Fund for an agreement with Southeastern Surveying and Mapping Corporation to provide surveying and platting services to complete the Fruitwood Lake Land Transfer. IMPLEMENTATION SCHEDULE: After the notice to proceed is issued, the surveying and platting process is expected to take 4-6 months. ATTACHMENTS: 1. Fruitwood Lake Lot Split Plan (Attachment 1) 2.
