REQUEST:
City Manager and General Services Director requesting the City
Commission approve Resolution 2006-01 revising Section 22.1 of the City's
Personnel Policy, RE: Holiday Observance.
PURPOSE:
To ratify, by resolution, Commission-directed changes to the schedule of City
observed holidays.
CONSIDERATIONS:
On December 12,2005 the Commission voted to amend the City's Holiday Schedule as
follows to be consistent with the State of Florida Holiday Schedule (per Florida Statutes Section
11 0.117).
1. New Year's Day
2. Martin Luther King's Birthday
3. Memorial Day
4. Independence Day
5. Labor Day
6. Veteran's Day
7. Thanksgiving Day
8. Day After Thanksgiving
9. Christmas Day
10. (1) Personal Floating Day - credited to eligible employees on October 1 of
each year, to be taken prior to September 30 of the following year, with
approval of the date by the supervisor.
Total Holidays = 10.
The net effect of this amendment, in relationship to the City's current Holiday Schedule, is to:
1. Drop: Spring Holiday, Employee Birthday Holiday, and the Additional Day
at Christmas (i.e., when Christmas falls on a Tuesday or Thursday).
2. Add: Veteran's Day and one Personal/Floating Day.
In accordance with City Code Section 14-1 and City Personnel Policy - General Provisions
Section III, amendments and revisions to the City's Personnel Policy shall be approved and
ratified by resolution.
FUNDING:
No funding required.
RECOMMENDATION:
Although this agenda item expressly implements the Commission's direction, staff is once again,
due to complications involved with rotating shifts in the Police and Fire Departments, requesting
that the Commission substitute a known holiday in the alternative to the floating holiday.
This could be accomplished by maintaining the current Employee Birthday Holiday or providing
some other known holiday such as the Spring Holiday.

A RESOLUTION OF THE CITY OF WINTER SPRINGS,
FLORIDA REVISING SECTION 22.1, CITY OF WINTER
SPRINGS PERSONNEL POLICY, HOLIDAY OBSERVANCE.
WHEREAS, the City Commission has approved and ratified the Personnel Policy of the City of
Winter Springs effective July 25, 2000, and
WHEREAS, amendments and revisions to these policies shall be approved and ratified by
resolution of the City Commission pursuant to Section 14-1 of the City Code of Ordinances of
the City of Winter Springs and General Provisions Section III of the City of Winter Springs
Personnel Policy, and
WHEREAS, the City recognizes the employees of the City as its most important resource and
strives to offer competitive benefits to its employees,
NOW THEREFORE, BE IT RESOLVED that the Mayor and Commission of the City of
Winter Springs hereby revise Section 22.1 of the City of Winter Springs Personnel Policy to
provide that the following holidays shall be paid holidays observed by the City:

22.1 Holiday Observance
Eligible full-time, part-time, and probationary employees are entitled to paid holidays,
which include the following:

22.2 Special Cases of Holiday Observance
When a holiday occurs on a Saturday or Sunday, it will be observed the proceeding
Friday or following Monday for all employees who normally work Monday through Friday.
If an employee is not scheduled to work on the day a holiday is observed, he/she will
receive an alternate day off as a substitute holiday or additional straight-time pay for that
work week equal to one of that employee's regular work shifts to a maximum of eight
hours.
22.3 Eligibility
To be eligible for holiday pay, the employee must be on the active payroll for his/her
scheduled workday before and after the designated holiday.
Temporary and seasonal employees and employees on unpaid leave of absence are not
eligible to receive holiday pay. Regular full-time, regular part-time and probationary
employees are eligible to receive their regular rate of pay, for his/her normally scheduled
hours, for each observed holiday.
22.4 Other Holidays not recognized by the City
The City recognizes some employees may wish to observe certain religious or
commemorative days which are not included in the City's holiday schedule. Accordingly,
employees who would like to take a day off for such reasons may be permitted to do so if
the employee's absence from work will not result in an undue hardship on the conduct of
the City's business and if prior approval has been obtained from the employee's
supervisor. Employees may use accumulated days of vacation time on such occasions,
or they may take such time off as unpaid, excused absence.

22.5 City's Right to Schedule Work on Holidays
While the City makes every effort not to schedule employees to work on an observed
holiday, that is not always possible. Work on an observed holiday will be paid twice, once
for the holiday and once for the hours actually worked.
