HomeMy WebLinkAbout2006 01 09 Consent 400 Self Contained Breathing Air Fire Department COMMISSION AGENDA ITEM 400 CONSENT January 9, 2006 Meeting MGR /DEPT Authorization REQUEST: Fire Department requesting to donate 69 surplus aluminum Self Contained Breathing Air (SCBA) Cylinders no longer utilized in the Fire Department to the Florida Fire Chief's Association, Volunteer Fire Department Section. PURPOSE: This agenda item is needed to acquire Commission approval to dispose of the above mentioned items. CONSIDERATIONS: The Fire Department desires to donate 69 surplus aluminum Self Contained Breathing Air (SCBA) Cylinders that are no longer utilized in the Fire Department. The Fire Department has upgraded from the aluminum 2216 PSI SCBA cylinders purchased from 1992 to 1998 to a carbon wrapped 4500 PSI SCBA cylinders for lighter weight, and longer breathing air duration. The Fire Department has surveyed fire equipment companies for resale value and/or trade-in value and there is no need in the local area. The Florida Fire Chief's Association, Volunteer Fire Department Section will accept these SCBA Cylinders as a donation and distribute the SCBA cylinders to Volunteer Fire Departments in the State of Florida that have a need for equipment. The State of Florida also has a Statute # 768.1315 that protects the City of Winter Springs for their donation. The Statute is titled: Good Samaritan Volunteer Firefighters' Assistance Act; immunity from civil liability. The City currently uses Gideon Auctions of Zellwood, Florida to dispose of surplus assets. However, the Fire Chief would desire the City to donate to a worthy Volunteer Fire Department rather than obtain scrap value for the material at the auction.
