Authorization REQUEST:: The Parks and Recreation Department is requesting the City Commission approval of Concept F of the Torcaso Park Expansion Master Plan Study for the application of a Community Development Block Grant and authorize the City Manager to apply for this grant on behalf of the City of Winter Springs. PURPOSE: The purpose of this item is to apply for potential "CDBG" Grant Funds in the amount of $ 485,080 for Torcaso Park expansion. CONSIDERATIONS: . On June 28, 1999, the City Commission directed staff to consider the area around the Police Station for recreational uses. . On January 10, 2000, the City Commission discussed the property and possible sports fields and recreational activities and referred it to a Parks and Recreation Workshop. . On Mar(;h 20, 2000, a Recreation Workshop was held and the Commission consensus was to bring back the information and budgetary amount to explore the wetlands. . On May 22, 2000, the City Commission approved $ 5,000.00 for Environmental Services, Inc. to do a wetland study and present a report containing estimated costs to mitigate the wetlands. . On Sept1ember 25,2000, the City Commission directed staff to look into the development, for recreational uses, the south 3.4 acres of a parcel adjacent to the Police Station (wetlands #4 area). . On Novl~mber 27,2000, the City Commission approved $ 1,530 for SRI to do a Torcaso Park Expansion, Master Plan Study. This information is necessary for a CDBG Grant Application. , ,. ..~. . The recommendation of Concept "F" is a combination of balancing the general needs of the surrounding community with a reasonable project budget and providing a significant improvement to the park without extensive long term operation and maintenance costs. . Concept F included parking 60 cars, full size soccer/football field, splash pool 8 features, mitigation, sidewalk, cleaning, fill, walkway lighting, landscaping irrigation, environmental design and permitting, AlE design and permitting, and project contingency for a total of $ 485,080. . Staff is in the process of completing a neighborhood survey and all the required grant exhibits to meet the March 2, 200 I grant deadline. FUNDING: N/A RECOMMENDATION: Staff is recommending that the City Commission approve Concept F of the Torcaso Park expansion master plan study, for the application of a Community Development Block Grant and authorize the City Manager to apply for the grant on behalf of the City of Winter Springs. SrI -: ; Purpose: Methodology: City of Winter Sprines Torcaso Park Expansion Master Plan Study Draft submittal 15 Feb 01 Executive Summary This study was commissioned by the city of Winter Springs to investigate expanding the site to provide additional amenities. The site's expansion would take place to the north, on to the Police department property and requires mitigation of approximately ,82 acres of low quality wetlands. Although there is considerably more land available on this Police Department site it was determined by a previous wetland mitigation study that impacting these wetlands beyond wetland no. 4 in the southeast corner of the site would be impractical from both an environmental and financial perspective. This study was undertaken by a professional design team consisting of a registered architect with the finn of Starmer Ranaldi Planning and Architecture Inc (sri) as well as consultation with an environmentalist from Environmental Services Inc. (ESI), and Mr. Pula, director of parks and recreational services for the City. This team visited to the site and came up with a list of possible amenities to be provided on the site. The list of possible amenities that were discussed, are as follows: 1. multi-purpose sport field for soccer, football, and general team play 2. ball fields for baseball or soft ball 3. a splash pool (zero depth pool on a concrete slab with various play features such as umbrella fountain, arch fountain, interactive foot fountain, riding spray toys, etc) 4. a competitive pool (a "L" shaped pool with one leg being a 25 yd, 6 lane competitive swim pool and the other leg being a shallower training, teaching, general swimming area) 5. a multi-purpose pool combining the 25yd, 6 lane competitive pool area with a break out area at mid length of the 25 yd pool which fans out to a zero depth pool and includes pay features similar to the splash pool noted above) 6. off street parking 7. basket ball courts 8. tennis courts Summary: Conclusion: The resulting submittal herein contains both the traditional scope validation report showing each of the identified improvement items, their associate opinion of construction value, and whether they conform to "immediate needs" or not, as well as a "modernization vs demolition" analysis. The optional concept design solutions, shown herein range in price from $ 485,000 to $ 1,010,180, and from a few amenities to several amenities. The concepts "a" and "b" were quickly abandoned because the parking area and driveway through the site creates an unnecessary vehicular / pedestrian conflict. Concepts "c", "d", and "e" began to crowd the site and came with a price tag that was felt to be too excessive for the project. The resulting recommendation of concept "f' was a combination of balancing the general needs of the surrounding community with a reasonable project budget, and providing a significant improvement to the park without extensive long tenn operation and maintenance costs. .
