PURPOSE: The purpose of this Board item is to provide a copy of the Greenbriar subdivision stormwater facility inspection report as requested at the 9/11/00 meeting. CONSIDERA TIONS: A request was made at the September 11, 2000 City Commission meeting for staff inspect the Greenbriar subdivisions stormwater system with particular attention to any potential negative impacts caused by the construction in Phase II. Limited inspections are routinely conducted in private subdivisions to provide technical support and advice. They typically consist of visual inspections of manholes, inlets, outlets, and ponds. Pipe interiors are not inspected. In general, the system was found to be in good condition with some minor maintenance items needed. This is typical of private subdivisions which generally do not perform regular maintenance activities on stormwater and underdrain systems. A more detailed breakdown is attached although the engineering plans which the manhole numbers reference was provided separately to Commissioner Martinez due to limited availability. Stormwater Utility Manage / / L/ ;IY FROM: DATE: October 3,2000 RE: Greenbriar Subdivision An inspection was performed on September 26,2000 of the Greenbriar Subdivision's stormwater facility as requested by Commissioner Martinez. The inspection included a visual inspection to the stormwater pond and opening manhole lids to visually inspect the inlets. In summary the pond is in good condition with a small delta fom1ing adjacent to the submerged pipes discharging into the pond. This delta should be removed in order to eliminate a possible blockage in the pipe. The outfall structure needs to be free and clear from the growing vegetation. Underground stormwater pipe conveyance systems are not typically maintained very well by private subdivisions. From a visual inspection, it appears that a few inlets will need minor repairs, as noted on the inspection report. Many inlets will also need to have dirt and debris removed. Based on the accumulation at the manholes, a few sections of pipe may contain large amounts of dirt and debris, but a video inspection by a licensed contractor will need to be prefom1ed to determine the severity. The overall condition of the pipe system is good. The underdrains, for the roads, are recommended to be flushed. S lA - Found small pile of landscape rocks and hardened concrete (not much) inside inlet. 3. S2 - Dirt pile on top of inlet-manhole cover. 4. S3 - Broken section of the inlet top. 5. S4A-OK 6. S4-0K 7. S5 - Infiltration / seepage on the joint between the structure box and the pipe. Signs of settlement around the inlet. 8. S6 - OK. Plantings and mulch on top of the inlet. 9. S7 - same as S5 but no settlement yet. 10. S8 - Surcharge, full of floatables 11. S9 - Same as S8 12. S 10 - Same as S8 13. SII- Same as S8 14. Outfall structure to the pond (from SlI) - Underwater. Appears to contain sand/dirt build-up and presence of delta (?). This build-up appears to cause the surcharge to structures S8, S9, S10, & Sl1. 15. S12 - OK 16. S13 - Surcharge 17.
