REQUEST: Public Works Department Advising the City Commission of the findings relative
to the hazard complaint at the Wicklow Greens detention pond.
PURPOSE: The purpose of this Board item is to advise the City Commission of the findings relative
to the hazard complaint at the Wicklow Greens detention pond and the
recommendations that are to be forwarded to the developer.
CONSIDERA TIONS:
A public input complaint was made at the September 11, 2000 City Commission
meeting regarding the cleanouts for the oversized underdrain system around the detention
pond at Wicklow Greens. The Wicklow Greens stormwater system and pond are private.
Staff inspected the cleanouts and found them to be in good condition with the
exception of one which appeared to have been nicked with a bushhog mower. We will
recommend this cap be replaced for maintenance purposes but it poses no hazard of someone
falling in at this time. The other visible cleanouts are approximately 2 to 3 feet above grade
with caps installed that are manufactured specifically for this purpose. The caps are removable
and we are recommending that they be secured which can easily be done.

Re: Wicklow Greens Retention Area
Dear Mr. Atkins:
The City recently received a complaint about a potential hazard near the retention pond
for Wicklow Greens. Specifically, the concerns raised were that small children could fall
into the large cleanouts located on the south side of the pond. We visited the site and
found the caps to be in good condition with the exception of the most easterly cap
(partially buried) which appears to have been struck by mower. The slight damage to the
cap does not pose a risk of someone falling into it but it should be replaced for
maintenance purposes.
However, the caps for the three above grade cleanouts were relatively easy to remove and
it is possible that unsupervised children in the area could remove the cap and become
lodged in these 18" pipes. We recommend that these caps be properly secured with ties
as is similarly done with the connection bands for this type of pipe. The remedy should
be easy and inexpensive. Please complete the work by November 10th and contact me
when completed.
