PURPOSE: The purpose of this Board item is to update the City Commission about the status and/or progress of the various proposed traffic signals in the City and have the City Commission direct staff as appropriate. CONSIDERA TIONS: The City Commission has previously requested that staff provide an overall report about the various ongoing and proposed traffic signals throughout the City. The City Commission can then provide direction to staff on individual projects as needed. Edgemon A venue/Moss Road Signals FDOT has previously advised the City that a signal is warranted at S.R. 419 and Edgemon Avenue which could be paid for though the FDOT safety program. We requested FDOT to consider moving this signal to Moss Road and S.R. 419 because our goal is to lower traffic volume on Edgempn Avenue. FDOT has responded that Moss Road/S .R. 419 does not meet warrants and is not eligible for a signal. No signal will be installed at Edgemon Avenue unless the City executes the signalization maintenance agreement. As part of a separate project, FDOT will be installing right turn lanes on S.R. 419 onto Edgemon Avenue and Moss Road as well as dual left turn lanes at the S.R. 434 and S.R. 419 for southbound S.R. 419 traffic. Staff recomrpends not installing a signal at Edgemon Avenue to avoid increasing traffic volumes on Edgemon Avenue, Regular Agenda Item F February 12, 2001 Page 2 S.R. 434 at Winding Hollow Blvd.lParkstone Blvd. Signal FDOT has approved the design. Pizzuti has solicited prices for the basic signal, decorative upgrade, and Parkstone side with the costs being $98,975.05, $16,572.00, and $23,317.00, respectively. Because Pizzuti did the bidding and not the City, Staff would recommend that Pizzuti contract directly with the contractor and the City would manage the project and reimburse Pizzuti the upgrade and northside costs from Transportation Impact Fees. S.R. 434 at Winter Springs High SchooVCentral Winds Park Signal The warrants for this signal have been met. Seminole County is performing the design and we have advised them of the decorative standard. No design plans have been received nor has the allocation of costs been determined. S.R. 434 at Vistawilla Drive The warrants for this signal have been met but funds are not available from the FDOT work program for two to three more years. The intersection does not meet the criteria for funding from the safety program. Alternative include 1) Wait for FDOT to fund from their work program, 2) Proceed and fund from the Transportation Impact Fee, 3) Proceed and fund from the current one Cent Sales Tax, and 4) Fund from the One Cent Sales Tax if approved. The majority of the current One-Cent Sales Tax and Transportation Impact Fee are targeted for the Town Center. Staff recommends funding this signal out of the proposed One Cent Sales Tax renewal. Tuskawilla Road at Trotwood Boulevard and Winter Springs Boulevard Decorative Mast Arms The decorative portion of mast arms is a jacket and base that fits over a standard mast arm. The recently installed mast arms on Tuskawilla Road can be converted to decorative for approximately $21,200 to $27,200 per intersection. The City Commission has previously approved up to $80,000 from the current One Cent Sales Tax for these improvements. These costs would need to be incorporated into the final interlocal agreement. Staff recommends working with the County to convert the mast arms to decorative with luminaries after the completion of Tuskawilla Road. Regular Agenda Item F February 12, 2001 Page 3 Additional items up for discussion with the County are painting the mast arms black and upgrading the signal control boxes. FUNDING: Funding alternatives are addressed in the individual items. RECOMMENDATION: It is recommended that the City Commission direct staff on each individual item as deemed appropriate. The traffic volume from Moss Road is lower than the thresholds needed to justify a traffic signal and the delay experienced by motorists on the side street is lower than would be expected if a signal were in place. In addition, a review of collision data for the 12-month period ending July 31, 2000 did not show a safety problem correctable by the installation of a signal. We did find the need for the City to replace the stop sign support and faded street name signs as well refurbish the pavement markings along the Moss Road approach. We would be willing to re-evaluate this intersection should traffic patterns change to be consistent with your Comprehensive Plan. A copy of the study is enclosed for your use. Fred D. Ferrell, .E. As discussed last Friday, we are submitting this informatlon In an effort to wrap up the development of Winding Hollow per the requirements of Item 2.1, page 3 of the "Developer's Commitment Agreemenf' lOCAl with the City. As noted on the attached correspondence dated 1/8/01 from Chinchor Elec1rlc, the costs for the CIty's upgraded mast arms, and the signalizatlon of the new Northern leg of the intersectlon, are $16,572.00 and $23,317.80 respectlvely. Winding Hollow Development Company Is not responsible for these particular costs, thus we are requesting your assistance in handling them both Internally and with the necessary third parties. We would also like to reiterate that the "DCA- stipulates that we are responsible only for the applica1lon to FOOT, which has been completed, and for the respective costs of the signal and I1s Installation. Thus, It would be our preference not to manage the construction contract for the signal, but Instead to submit a cash payment to the City for the value of the work. '. (':'" A~~...J Dear Mr. Lockcuff: Seminole County has recently received some information regarding decorative mast arms. The drawings that the City provided at our last meeting were from a company out of Eugene, Oregon named VISCO (phone 1-800-341-1444). VISCO manufactures fluted jackets, ba~es and luminaries used to retrofit new or existing mast arms. They do not manufacture any mast arms themselves; they only provide decorative accessories. VISCO can manufacture jackets, bases and luminaries for both standard AASHTO and MathCAD mast arms. AASHTO mast arms are smaller and are used on City and County roadways. MathCAD mast arms, which are used on the FDOT'State Road system, are larger and requite custom jackets and bases. The County's standard MathCAD drawings were sent to VISCO for their analysis and cost determination. We contacted VISCO's local distributor out of Orlando, Veazey Lighting Group (phone 407-843-7020), for price information. The following price information is preliminary orily; final prices would be set at time of order and likely dependent on quantity. It is also important to remember that these prices are for the accessories only; they do not include the cost of the actual mast arms themselves, which can cost up to approximately $6,000 for each AASHTO mast arm assembly and $12,000 for each MathCAD mast arm assembly. For AASHTO mast arms, a 10" to 16" diameter fluted jacket is approximately $2,100 and the base is approximately $2,600. Luminaries are approximately $600 for a single headed luminarie, $1,500 for a double headed luminarie and $2,100 for a triple headed luminarie. The resulting cost to upgrade one (1) ASSHTO mast arm to a decorative type ranges from $5,300 to $6,800, depending on the number of luminaries. The resulting cost to upgrade an entire intersection, having four (4) mast arms, ranges from $21,200 to $27,200. These costs would apply to the three intersections on Tuskawilla Road (Dyson Drive, Winter Springs Boulevard and Trotwood Boulevard), for which the twelve (12) AASHTO mast arms for these intersections have already been ordered. 140 BUSH lOOP SANfORD H 32773 TElEPHONE (407) 665-5677 FAX (407) 324-0780 As mentioned above, MathCAD mast arms require a custom design, resulting in higher prices. A fluted jacket, up to 26" in diameter, is approximately $2,500 and the base is approximately $4,000. Luminaries would cost the same for both AASHTO and MathCAD mast arms. The resulting cost to upgrade one (1) MathCAD mast arm to a decorative type ranges from $7,100 to $8,600, depending on the number of luminaries. The resulting cost to upgrade an entire intersection, having four (4) mast arms, ranges from $28,400 to $34,400. One issue with the MathCAD bases is their massive size. The bottom base diameter is 54" (see attached sketch) and the resulting weight is in excess of 1000 pounds. Besides being difficult to install, the bases would also be costly to replace if hit. An option for MathCAD mast arms may be to upgrade the jackets and luminaries only; not the bases. We have also been looking into the decorative lines of the major mast arm manufacturers. Union Metal manufactures "Nostalgia" series mast arms that extend up to 70 feet, but it is not clear if they can manufacture them to the MathCAD specification. Valmont also has a decorative mast arm line, but they are apparently limited to 45 feet in length. We have requested information from both of these manufacturers and will share that with the City upon receipt. Please feel free to call me at (407) 665-5686 with any questions.
