PURPOSE: The purpose of this Board item is to inform the Commission of the current status of S.R. 434 Corridor Redevelopment Program between u.s. 17/92 and S.R. 419 and to advise that the schedule allows an opportunity for commission involvement in June 2001. APPLICABLE LAW AND PUBLIC POLICY: The provisions of subsections (h)(2) and (1)(4) of Section 134 of Title 23, United States Code (as amended by the Intermoda1 Surface Transportation Efficiency Act of 1991) which requires a Transportation Improvement Program be prepared and approved by a designated metropolitan transportation organization (MFO). The TIP has been prepared in accordance with Title 23 CFR Part 450 and Title 23 CFR Part 450 and Title 49 CFT Part 613. CONSIDERATIONS: On September 9, 1998, the Metro Plan Governing Board approved their Transportation Improvement Five- Year Work Plan. Approval included $4,274,000 to study, redesign, and construct raised landscape medians and resurface S.R. 434 from U.S. 17/92 to S.R. 419. CDD/January 25, 2001/9:14 AM FEBRUARY 12,2001 REGULAR AGENDA ITEM Page 2 Intersection improvements are also proposed to include street lights, crosswalks with specialty pavers and signal lights mounted on mast arm poles. The project is expected to increase safety and capacity along the corridor. The City's Comprehensive Plan addresses transportation efficiency along its corridors and has, as part of its Comprehensive Plan, approved a State Road 434 Corridor Vision Plan that addresses safety, convenience, aesthetics and ease oftraflic movement. The consultants selected include TEl Engineers and Planners, Lake Mary, Florida (prime consultant) with assistance from Herbert-Halback, Inc.(public involvementJstreetscape); PEC(surveys/utilities/structures); and Ardaman & Associates(geotechnical). The following schedule is provided to inform the Commission of the current status of the project . Consultant to conduct the 1 sl public involvement meeting . Consultant to conduct the 2nd public involvement meeting . Consultants to present final concepts and recommendations to the City Commission . Consultant to present final study concepts and recommendations to the FDOT Access Management Committee for final action . Design complete . Let contract for bid · Start construction . Complete project March 2001 May 2001 June 2001 August 2001 February 2002 March 2002 June 2002 June 2003 The consultants will, upon request, meet with the City Manager and Staff one week prior to the 1 st public involvement meeting. Following the 2nd public involvement meeting, the consultants will again agree to meet with the City Manager and Staff to review its concepts and final recommendations. In June 2001, the consultants are available to present their final concepts and recommendations to the City Commission (optional). The Commission may decide to forward a letter to the FDOT Access Management Committee for their consideration expressing support, opposition or support with modifications. The final decision for implementation rests with the FDOT Access Management Committee. In addition to the above schedule, the consultant will be available to conduct up to four (4) meetings with organizations and groups interested in the project. These meetings may be made to informal homeowners groups, formal homeowners associations, or other formal organizations like citizen advisory committees. FEBRUARY 12, 2001 REGULAR AGENDA ITEM Page 3 It is expected that the public involvement meetings will be scheduled at the Winter Springs Elementary School. The consultant will handle notice requirements and be responsible for setting up and coordinating the meetings. FISCAL IMPACT: None STAFF RECOMMENDATION: Staff recommends that the Commission be apprised of the upcoming meetings for the S.R. 434 Access Management Program and consider placing the matter on its regular agenda for discussion in June 2001.
