P ~EPT C. ,(/ Authorization REQUEST: The Parks and Recreation Department is informing the City Commission of the Preliminary Site Plan, Design Development Schedule and Construction Budget of the CDBG Funded Torcaso Park Expansion. PURPOSE: The purpose of this item is to inform the City Commission of the progress in the Torcaso Park Expansion. CONSIDERATIONS: . On August 13, 2001, The City Commission approved the Seminole County/City of Winter Springs Inter-Local Agreement Community Block Grant Program. . On November 12, 2001, The City Commission approved the contract with CPH for Consulting Engineering Services for the Torcaso Park Expansion. . Due to the site limitation, the football/soccer field will be reduced in size from 360' feet to 315' feet long and thus be a practice field. . Also the splash pad (playground) will be a re-circulation type rather than directly to drain and underground fixture sprays. FUNDING: N/A 1 RECOMMENDATION: N/A. These exhibits, together with this letter, will constitute a brief status report on the above referenced project. The site plan is a reproduction of the layout prepared by SRI, inserted into an existing survey. We are awaiting additional survey information to tie down the exact location of the improvements. Please note that the layout specifies a soccer field and a "mini football field". Site restraints limit the size of the football field to 315' rather than the normal full size 360' to avoid modifying the existing ponds and playground layouts. On Wednesday, November 14, 2001, we met with Lori Solitro and Robert Keenan, Seminole County, to discuss the requirements, conditions and limits of the CDBG funding. On November 19, 2001, we met with Ron George, President of Raindrop Products to discuss his equipment, design, costs, layout, etc. for a fully functional splash pad with play equipment. He furnished us a list of similar splash pads in Florida. We understand that the Recreation Department will evaluate sites where these products have been installed. We conducted telephone interviews with Mr. John Bert, City of Kissimmee, and Mr. Bill Afgar, Vol usia County Parks and Recreation, who were involved in the design, installation and operation of similar water park playground equipment. We discussed their experiences with the design and installation of this equipment and sent the City's Recreation and Utility Departments copies of memos outlining the items discussed. There has been considerable discussion about the advantages, disadvantages, and cost of using recirculated potable water system. The local Health Department informs us that the water is to be treated to swimming pool treatment levels and as a result, the cost of equipment to rechlorinate and recycle the water does not appear to be prohibitive. We recommend that recirculated potable water be incorporated in the design. SANFORD . ORLANDO . DELAND . PALM CITY . CAPE CORAL . JACKSONVILLE We will meet with SJRWMD to discuss permitting issues and will proceed with the design as soon as additional soil and survey information is received. In the meantime, we will fine-tune the site plan so that design and permitting can proceed in accordance with this schedule. If you have any comments, questions or concerns, please advise.
