HomeMy WebLinkAbout2000 09 25 Consent D Resolution 2000-31 Seminole County Local Hazard Mitigation Strategy COMMISSION AGENDA ITEM D CONSENT INFORMATIONAL PUBLIC HEARING x September 25,2000 Meeting MGR Authorization REQUEST: Fire Department requesting Municipal Adoption of "Seminole County Local Hazard Mitigation Strategy" Plan by Resolution Number 2000-31. PURPOSE: The purpose of this item is to gain Commission authority to Adopt the Seminole County Local Hazard Mitigation Strategy Plan, dated October 31 st, 1999 by the City Commission. CONSIDERATIONS: On November 9th, 1998, the City of Winter Springs-formally entered into an interlocal agreement with Seminole County to develop a single county-wide hazard mitigation strategy. This joint effort was funded through a grant from the State of Florida Department of Community Affairs. The goal was for each local government to identify and prioritize hazard areas, identify susceptible structures; hazard training needs, and develop programs that would reduce our community's vulnerability to disasters. A Seminole County "Working Group" was formed to develop this single strategic plan with.the assistance of a mitigation consultant. Department representatives from Utilities/Public Works, Community Development, Finance and Fire participated in this planning process. Over an 18-month collaborative effort between local government, private industry, non- profit and interfaith agencies, the working group produced a plan that identifies 255 individual initiatives throughout Seminole County, with 8 being specific to the City of Winter Springs. Under a proposed State rule, formal adoption of the Local Hazard Mitigation Strategy by the local government (Board of County Commissioners and City Commission) will be required to maintain eligibility for Hazard Mitigation Grant Program funding. RECOMMENDATION: Adopt by Resolution the Seminole County Local Hazard Mitigation Strategy Plan, dated October 31st, 1999 by the City Commission. IMPLEMENTATION SCHEDULE: N/A ATTACHMENTS: I. Letter dated September 6,2000 COMMISSION ACTION: RESOLUTION NUMBER 2000-31 A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, ADOPTING THE SEMINOLE COUNTY LOCAL HAZARD MITIGATION STRATEGY PLAN WHEREAS, the City Commission of the City of Winter Springs, has recognized the importance of planning to mitigate hazards within the geographical boundaries of the City of Winter Springs; and WHEREAS, the City Commission entered into an interlocal agreement with Seminole County to develop a single county-wide hazard mitigation strategy; and \VHEREAS, The State of Florida Department of Community Affairs funded through a Grant, the joint planning process of the single county-wide hazard mitigation strategy; and \VHEREAS, future Grant funding in regards to Hazard Mitigation will be contingent upon formal adoption of the Seminole County Local Hazard Mitigation Strategy Plan, and \VHEREAS, the City Commission has authority to locally adopt the Seminole County Local Hazard Mitigation Strategy Plan, and NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Winter Springs, Florida, that the Seminole County Local Hazard Mitigation Strategy Plan, dated October 31 S\ 1999 is hereby adopted. Mitigation Strategy Dear Mr. McCluan, It was a pleasure meeting you recently during the Seminole County Local Mitigation Strategy (LMS) meeting on July 27, 2000. This letter is to formally provide you with important information regarding the future receipt of Hazard Mitigation Grant Program (HMGP) monies, as previously stated in the LMS meeting. Specifically, any future receipt of HMGP monies by Seminole County, by any of the municipalities within Seminole County, and by any other eligible organization within the county will be contingent upon formal adoption of the Seminole County LMS by the local government in which the submitted project is located. That is, your LMS needs to be formally adopted by Seminole County and every municipality within the county. State Road 434 Winter Springs, Florida 32708 Re: Adoption of Local Mitigation Strategy Dear Mr. McLemore: In October 1999 with the participation of all the municipalities and the services of a consultant fIrm, Seminole County completed its fIrst Local Mitigation Strategy (LMS) document. In February 2000 the State approved the document and it was adopted by the Seminole County Board of County Commissioners on May 9,2000. To date, only one city has adopted the Local Mitigation Strategy. At this time we are requesting that each municipality adopt the LMS. Adoption of the LMS is a requirement to be eligible for Hazard Mitigation Grant Program funds. Therefore, we would recommend that you take the LMS to.your Board for adoption and when complete, forward us a copy. I have attached a copy of the letter from the Department of Community Affairs asking that all our municipalities have the plan adopted.
