Authorization x ITEM 603 REQUEST: City Manager requesting the City Commission to consider approval of a financial partnership for the 2008 Scottish Highlands Games. PURPOSE: This agenda item is needed for the Commission to consider its continuing support of the Scottish Highlands Games in Winter Springs. CONSIDERATIONS: The location of the games in Winter Springs is a great asset for the City of Winter Springs. The Board of Directors of the Scottish Highlands Games has established a goal of making the Central Florida Scottish Highlands Games the largest Scottish Highlands Game event in the Country . To accomplish this goal the Board needs to establish a partnership between local government and business interests to help defray the cost and spread the risk of the event. The next logical step for the event is to extend the event from one to two days. This is a large step representing a large increase in cost and risk associated with bad weather. The City has been negotiating with the Board to add a gala night event in the Town Center on the first night of the event in order to expand local interest in the games, to further brand the Town Center as a focal point for community activity, and to obviously create additional business for Town Center merchants. Relatedly, the Board has decided to relocate its night Ceilidh event form the host hotel in Altamonte Springs to the Town Center to form the centerpiece of the night Town Center event. In the past, admission to the Ceilidh was fee paid, generating approximately $5,000 in revenue for the Board. The decision to relocate the Ceilidh to the Town Center will result in the Board losing this source of revenue since the Ceilidh will now be open to the public free of charge. As shown on the attached budget the City's portion of this partnership would be the donation of police, fire, and emergency medical services. In the past the City has charged for these services. In 2007 the City billed the Board $5,250 for these services. The costs of these services will more than double this year due to the second day of the event and the new night event in the Town Center. FUNDING: The new partnership will necessitate a supplemental appropriation of approximately $12,000 for the event to fund police, fire, and emergency medical services. RECOMMENDATION: It is recommended that the Commission approve the extended activities of the Highland Games for 2008 and the donation of police, fire and emergency medical services for the event as the City's portion of the partnership.
