PURPOSE: This agenda item is requesting the City Commission review and provide direction regarding remaining sidewalk funding available from Seminole County for sidewalk projects on Northern Way and Shetland Avenue. CONSIDERATIONS: . The City entered into an Interlocal Agreement with Seminole County on December 13, 2006 to provide funding up to $1,000,000 for the design and construction of four specific sidewalk projects in the City: 1. Dyson Drive (both sides) from the Howell Creek bridge to Shetland Avenue 2. Northern Way (north side only) at the Fairway Oaks subdivision 3. Northern Way (south side only) from Howell Creek Drive to Shetland Avenue 4. Shetland Avenue (west side only) from Northern Way to Citrus Road · The first two projects listed above, Dyson Drive and Northern Way at Fairway Oaks, were completed earlier this year at a total combined cost of$497,175. . Funding under the Interlocal Agreement expires on December 13, 2009. Seminole County has asked the City if it intends to proceed with construction of sidewalks on Shetland Avenue and on Northern Way from Howell Creek Drive to Shetland. If the City does not pursue these projects, the County plans on reallocating the remaining funds ($502,825) encumbered by the agreement. 112607_ COMM _Regular _ 60 I_Seminole County Sidewalk Funding Update Agenda Item 60 1 November 26, 2007 Page 2 . Input received from the abutting residents in 2005 indicated strong opposition to sidewalks on Shetland Avenue and Northern Way. A summary of the input received through comments at various public meetings or other correspondence is as follows: Northern Shetland Way Avenue Total Total Abutting Residents 13 8 21 Total Responses Received 4 6 10 For Sidewalks 0 1 1 Against Sidewalks 3 4 7 Neutral 1 1 2 . Since 2005,4 ofthe 21 abutting properties have changed ownership. Ofthese four, none had owners who expressed opposition to sidewalks. Three had not provided input and the fourth was neutral about sidewalks. . Staff acknowledges that a majority of the abutting residents along the affected areas of Northern Way and Shetland Avenue are opposed to sidewalks. Based on the input received from the abutting residents in 2005 and the minor changes in property ownership, no additional polling is recommended. . It should be noted that both Shetland Avenue and Northern Way have existing sidewalks on one side. Funding from Seminole County is available to construct a new sidewalk on the opposite side of the existing sidewalks. The existing sidewalk on Shetland Avenue is poorly designed, as it is narrower than 4- feet in some locations, and it is too close to the street (about 2-feet) with no curb on the street (see photo below). Funding is not available to replace the existing sidewalk. The proposed sidewalks would be 5- feet wide and would be located at a safe distance away from the road, similar to the recently installed sidewalks on Dyson Drive. Comprehensive Plan Policy 1.5.3 states: "The City shall ensure the provision and maintenance of bicycle and pedestrian walkways to supplement collector roads between residential areas and parks, schools, and other major attractors. Specific provisions for the establishment and maintenance of bicycle pedestrian walkways shall include, but not necessarily be limited to the following: · Sidewalks or other pedestrian ways shall be provided where feasible and appropriate along all roadways. " Both Northern Way and Shetland Avenue are City collector roads. The southern end of Shetland Avenue, at the City limits, is approximately 0.4 miles from Rainbow Elementary School. All abutting properties along Northern Way and Shetland Avenue along the proposed sidewalk segments are zoned for Rainbow Elementary School. OPTIONS FOR CONSIDERATION: The following options are provided for the Commission's consideration in discussing this agenda item: 1. Notify Seminole County that the City does not intend to proceed with sidewalks on Northern Way and Shetland Avenue. 2. Proceed with sidewalks on both Northern Way and Shetland Avenue. 3. Proceed with sidewalks on Shetland Avenue only or Northern Way only. 4. Pass a Resolution recommending that the County apply the remaining City sidewalk funds to the construction of the County's portion of Dyson Drive from Tuskawilla Road to the City limits at Howell Creek. On June 11, 2007, the City Commission adopted Resolution 2007-27 requesting Seminole County to complete sidewalks on the County portion of Dyson Drive. This Resolution did not discuss sidewalk funding. RECOMMENDATION: Staff recommends the Commission review and provide direction regarding the remaining funding available under the Interlocal Agreement with Seminole County. ATTACHMENTS: 1.
