HomeMy WebLinkAbout2000 09 25 Regular B Neo Geo Company Marketing and Communication Services COMMISSION AGENDA ITEM B CONSENT INFORMA TIONAL PUBLIC HEARING REGULAR x September 25, 2000 Meeting MGR IDEPT Authorization REQUEST: City Manager requests that the City Commission select the Avid Neo Geo Company to provide marketing and communication services to be used to promote the city and encouraging annexation. Also requested is the authorization fOI' the City Manager to execute the attached contract. BACKGROUND: On November 22, 1999 the City Commission authorized staff to proceed with employing an engineering firm to evaluate the cost of providing services to the areas being considered for annexation and a Marketing and Public Relation Linn to develop marketing materials to support the annexation program. The Commission established a budget of $50,000 to accomplish both acti vities. CPH Engineering was contracted, at a cost not to exceed $22,480, to study the areas to the northeast, northwest, and south of the city limits to determine the cost of providing utility services to those areas. This study has been in progress for the last 6 months and is nearing completion. The next step in the process is to hire a marketing company to provide support materials for the purpose of promoting the city and encouraging annexation. During the preparation of the Request for Proposal (RFP) it was determined that certain media elements would be developed during the creation of the Video and the Marketing Brochure that could be utilized for other city programs. Most evident was the marketing of new "Town Center". Others included the city's web site, city newsletter, gateway signage, city logo, Parks Department promotions and city vehicle identification, to name a few. As a result the RFP was prepared to give the option to create several integrated marketing tools which can be used to communicate the "Vision of Winter Springs" by using a multi-media approach. I I (J(J(Jr;1 "oc On June 28, 2000 the city issued the RFP for Marketing and Communication Services (see Attachment A, Request/or ProposaLs and Qualifications). As a result, 8 proposals were received by .luly 31, 2000 and \vere distributed to a review committee for the purpose of selecting marketing firms for interviews. The committee included the following representatives: I. Bill Starmer, Architect and citizen 2. Gene DeMarie, Director of General Services 3. Chuck Pula, Parks and Recreation Director 4. Leslie Walsh, Recreation Program Supervisor 5. Joanne Dalka, Information Services Manager 6. Richard Greenwood, Assistant to the City Manager The Committee met on August 10, 2000 and ranked each of the proposals. This resulted in selecting four companies to be interviewed on August 29, 2000. The companies selected were: I. INNER-G, Winter Park 2. AVID NEO GEO, Orlando 3. KIDD&DRISCOLL, Tampa 4. GRACEFUL DESIGNS, Winter Park FINDINGS: On August 29,2000 the committee held interviews with the four proposers. It was the consensus of the committee that AVID NEO GEO ranked highest in experience and technical expertise and clearly demonstrated a history of success. A vro NEO GEO also demonstrated the highest level of professional ism and was most qualified to provide Marketing and Communication services for the city. (See A//achment E, AVID NEO CEO Company Profile) RECOMMENDA TION: As a result of a review of the qualification and experience of the proposers and the unanimous recommendation of the interview committee, the City Manager recommends that A vro NEO GEO be selected to provide Marketing and Communication services for the city. AVID NEO GEO Proposal and Contract COMMISSION ACTION: 1111111'", ""C ATTACHMENT A REQUEST FOI{ PROPOSALS AND QUALIFICATIONS MARKETING AND COMMUNICATIONS SERVICES CITY OF WINTER SPRINGS, FLORIDA Issue Date ./une 28, 2000 The City of Winter Springs, Florida (hereinafter called "City") requests proposals from individuals or firms (hereinafter called "consultant") interested in providing marketing and communications services. The City requires assistance in developing integrated marketing and communications materials for various projects, including enhancements to the City's Internet Web site, explaining the benefits of annexation into the City, and encouraging new businesses and residents to locate within the City. Proposals will be received until 3:00 P.M., July 31, 2000, in the office of the Director of General Services, City Hall, 1126 East State Road 434, Winter Springs, Florida 32708. Proposals must be mailed or hand-carried, and must contain the original signature of a principal who can bind the service provider to the terms of the proposal. Proposals will be reviewed by an ad hoc committee of city staff established for that purpose, at a time and date as yet undetermined. Once opened, proposals are public record, and information related thereto will be available on request. Attempts to lobby or otherwise influence city officials in the final selection of the consultant are strictly prohibited. Proposals will be reviewed and evaluated solely on content, and the qualifications presented. It has a total-funds budget of $37 million, 231 full-time employees, and is governed by a Mayor and five City Commissioners. An appointed City Manager serves as Chief Administrative Officer who is responsible for providing municipal services through seven (9) operating departments. APPLICABLE LEGAL AUTHORITY: The Consultant must be legally authorized to transact business in the State of Florida and the City of Winter Springs. Applicable state statutes, city ordinances, and other regulations will apply to any resulting agreement. Provisions of Section 287.1 33, J::.S., regarding Public Entity Crime, also apply. SCOPE OF SERVICES: The successful consultant will have the experience and ability to create several integrated marketing tools to effectively and consistently communicate the "vision" of Winter Springs, both what it has to offer today and what it will offer in the future. The final marketing tools shall accomplish the following: I. Give the residents of Winter Springs a sense of pride in belonging to a dynamic community in which the time and money each citizen has invested will return substantial financial and social dividends in the future 2. Communicate the "vision" of the new "Town Center" which will serve as a focal point of Winter Springs in the 21 st century while maintaining the tradition and style of the early 20th century 3. Communicate an attractive environment for residents and businesses outside Winter Springs who, in turn, will want to join this dynamic community through the annexation process 4. Encourage new businesses and residents to relocate to Winter Springs. 5. Provide a consistent integrated message for all residents and leaders in telling others about the Winter Springs "vision" today, and into the future The successful firm will provide a proposal that will use an integrated, multi-media approach. Media elements shall include a video (9-10 minute) and marketing brochure compatible for enhancements to the Winter Springs Internet Web page. Other elements of the proposal may include gateway signage, print media, newsletters, City logo, City letterhead, business caJ'ds, public facility and vehicle identification, and any other media which would effectively communicate the city's message. The proposal shall include the following: I. /-low the media elements will be undertaken; 2. ^ discussion of the key components of the activity; 3. A time frame for completion; 4. The relationship of media clements to other elements; s. Thc cost of cach mcdia clemcnt. or combinations thcrco!". :2 Based on the underlying concepts in the scope of services, the Consultant shall rank the importance of the proposed marketing elements, and recommend logical groupings and phasing. COMPENSATION FOR SERVICES: The City \vill consider proposals based only on a maximum fee per service or marketing element. Fees will be paid monthly upon submission of itemized invoices. Fees may be based on individual elements, grouping of elements, or a lump sum for an all-inclusive package. The City reserves the right of select individual elements of the proposal, or groupings of elements. The City Commission has established a budget of $25,000 for this project. Extraordinary fees, which were not anticipated herein and are not included in the proposal, will be negotiated at the time the service is required. CONFLICT OF INTEREST: Prospective consultants must disclose any potential conflict of interest and any relationship with a city official or employee of the City. The City will evaluate the disclosure to determine any possible conflict of interest, and its decision on such issues will be final, irrevocable, and not subject to appeal. PROPOSAL CONTENT: Proposals may be submitted in any format that is deemed desirable and advantageous to the proposer. At a minimum, and in addition to other information required elsewhere in this RFP, a submittal must contain 6 copies of the original proposal with the following information: ]. Describe any similar public sector work product and the personnel in your company who were directly involved with those public sector projects. 2. Identify key personnel who will be working with the City, and describe specific tasks each will be assigned. Provide resumes for those key personnel. 3. Provide a comprehensive list of references who can attest to your past services, professional expertise, and competence The City reserves the right to make any and all inquiries into a consultant's background, experience, and/or qualifications as necessary to protect the interests of the City. MISCELLANEOUS PROVISION: I. The preferred consultant proposal will serve as a basis for compiling a service agreement. 2. All proposals become the property of the City, and any or all ideas, suggestions, or recommendations contained therein may be used by the City, whether or not contained in the selected proposal ] 3. All working files, including computer discs, data files, and graphic presentations will become the property of the City, and if requested, must be relinquished to the City at the end of the agreement term. 4. Substantive matters not anticipated in this Request for Proposals, which would severely impact the selection process, will be addressed in a written addendum, and distributed in the same manner as the original RFP .It will be the responsibility of each proposer to call the Director of General Services prior to submitting a proposal to determine if all addenda have been issued and received. 5.
