COMMISSION AGENDA ITEM C INFORMl\TIONAL CONSENT XX PUBLIC HEARING REGULAR September 11, 2000 Meeting MGR~Wv\ /DEPT. ~ - Authorization REQUEST: The Finance Department is requesting the City Commission approve a modification to the Water and Sewer Deposit and Consumption Billing Policy for the Wyman Fields Project and make a General Fund contribution to the Utility Fund to cover the Wyman Fields water and sewer consumption during the rehabilitation period. PURPOSE: The purpose of this agenda item is to have the Commission approve a modification to the Water and Sewer Deposit and Consumption Billing Policy to accommodate the special needs of the City and a non-profit agency involved in low-income housing rehabilitation projects. And approve a General Fund contribution to the Utility Fund to cover Wyman Fields consumption charges during the rehabilitation period. CONSIDERATIONS: The City currently has two residential application procedures for water and sewer service but feels that a third category is needed to accommodate the needs of the City sponsored Housing Improvement Project with Wyman Fields Foundation. Current 1. Regular ------ The City requires that residential customers remit a $90 deposit for water and sewer service per Ordinance No. 702. 2. Courtesy ------ In addition, as a standard operating procedure, the City has allowed for "courtesy turn on/offs" for its residents for a number of years. Courtesy turn on/offs do not require a deposit. Courtesy turn on/offs are used by landlords for the most part that want to clean the residence in between tenants. The City offers a one-week courtesy turn on/off for $10.50, which includes the turn on, water usage for one week and the turn off. The City also i , offers a two-week courtesy turn on/off for $21.00; this includes the turn on, water usage for two weeks and the turn off. Proposed The City has identified a need for a third category of residential water and sewer usage associated with the Wyman Fields Project and proposes the following additional standard operating procedure: 3. City Sponsored Housing Improvement Proj ect ----- Frequent turn on and turn off needs of this project are not cost effective to the City under the current policy and a burden on the Project. Staff proposes two recommendations: 1. That there be a one turn on and one turn off charge per unit. The base facilities charge and stormwater charge would be waived resulting in the consumption only being billed along with the one time turn on and turn off fee. The requirement for a deposit be waived. 2. That the Commission contribute the cost of the turn on and of [fee along with the consumption charges from the General Fund to the Utility Fund as part of the City's contribution to the project. The total cost is estimated to be less than $500. RECOMMENDATION: The Commission approve a modification to the Water and Sewer Deposit and Consumption Billing Policy to allow for the special water usage circumstances surrounding the Wyman Fields Project. IMPLEMENTATION SCHEDULE: Upon approval by the Commission, the additional standard operating procedure would be implemented and become effective immediately. ATTACHMENTS: None COMMISSION ACTION:
