HomeMy WebLinkAbout2000 09 11 Informational B Tuskawilla Road Traffic Signals COMMISSION AGENDA ITEM B CONSENT INFORMA TIONAL X PUBLIC HEARING REGULAR September 11, 2000 Meeting MGR ~EPT J~ Authorization REQUEST: Public Works Department Updating the City Commission on the status of the Tuskawilla Road Traffic Signals at Trotwood Boulevard and Winter Springs Boulevard. PURPOSE: The purpose of this Board item is to inform the City Commission that the City's request for decorative mast arms for the traffic signals at Trotwood Boulevard and Winter Springs Boulevard could not be accommodated due to delays it would have caused to the construction schedule of Tuskawilla Road, CONSIDERA TIONS: The City Commission authorized staff at the May 8th, meeting to pursue the installation of decorative mast arms in lieu of the standard County mast arm, The request was forwarded to the County on May 10th, The County Traffic Engineer concurred with our request in a May 17111 letter with several caveats as can be seen in the attached letter. Shortly thereafter, staff was verbally notified that the shop drawings for the County standard mast arm were already being processed and a resubinittal for the decorative mast arm would result in a delay of30 to 60 days in the construction schedule, This was subsequently confirmed in a memo from the County Engineer. The mast arms at Trotwood Boulevard and Winter Springs Boulevard (and Dyson Drive) will be the standard County mast arm, The City can upgrade to the decorative style at a future date if desired, Also, the cost for the brick pavers at the intersection is still pending. The contractors initial change order request for $245,000 and a 90 day time extension was received in May, The County's project manager has disputed some of the costs and the time extension length, Informational Agenda Item B September 11, 2000 Page 2 We are currently waiting for a response from the contractor. The original estimated cost was $192,000. In addition to the contractors cost, extending the project timeframe will cost about $25,000 per month for the County's construction and engineering inspection consultant. ATTACHMENTS: 1. Public Works/Utility Director City of Winter Springs 1126 East State Road 434 Winter Springs, Florida 32708-2799 RE: Decorative Mast-arms on Tuskawilla Road Dear Mr. Lockuff: This is in response to your letter dated May 10, 2000, requesting an upgrade to a decorative type mast-arm on Tuskawilla Road. We have no objections to the upgrade to the decorative mast-arms provided the design meets the latest AASHTO standards for the required wind loads as designed by a professional engineer registered in the State of Florida. In addition, we will require the City to provide spare and replacement parts for the decorative portions of the assembly. The additional cost of the upgrade are not typically funded by the one-cent sales tax and is generally provided by the requesting agency. However, we can place this item with all other competing requests to be considered for the use of the one-cent sales tax. The County Engineer's Office will notify you of the decision to use the one-cent sales tax for this purpose. If you have any questions, please feel free to call me at (407) 665-5676.
