REQUEST: Public Works Department Updating the City Commission on the status of the
Vistawilla Drive Traffic Signal at S.R. 434
PURPOSE: The purpose of this Board item is to update the City Commission on the current status of
the traffic signal at Vistawilla Drive on S,R. 434,
CONSIDERA TIONS:
The FDOT notified the City in a July 1 ih letter that the warrants were met for a traffic
signal at Vistawilla Drive and S,R. 434 although FDOT can not fund it through the work program
for 2 to 3 years. We have also received notice that Edgemon Avenue at S ,R. 419 would
immediately be eligible for a signal through their safety program, We have forwarded to FDOT our
request that a signal at Moss Road is preferred over Edgemon Avenue and are awaiting their
review of this request.
Staff subsequently queried FDOT as to whether the funds available for Edgemon Avenue
could be used for Vistawilla Drive and we were advised that Vistawilla Drive did not meet the
safety criteria for use of those funds. However, three additional accidents have occurred at the
Vistawilla Drive intersection in August which was not part of their previous review. Accidents that
may have occurred during the construction period are not considered by FDOT because they are
not representative of the current conditions. We are forwarding the last twelve months accident
data (6 accidents, 3 with injuries) to FDOT to reevaluate the eligibility of this intersection for safety
funding, The outcomes of the Moss Road and Vistawilla Drive requests will be provided to the
City Commission upon receipt.

Dear Mayor Partyka:
We have completed our review of your request for a traffic signal at the intersection of State Road 434 and
Vistawilla Drive.
We found a traffic signal can be justified, We will install a traffic signal through our work program within the
next 2 to 3 years as funds become available, However, if you wish to install the traffic signal sooner than this
time frame you may do so through the permit process. You should contact Mr, Stan Mann at (407) 977-6549
of the Oviedo Maintenance Unit for a: permit application,
Enclosed are three copies of maintenance agreement number 77- WS-07 for the traffic signal to be installed on
State Road 434 and Vistawilla Drive in the City of Winter Springs. Please have each copy signed, keep one
for your records and return the other two copies to our office. Also, please let us know if you plan to install
the signal or if you want the Department to install it as stated above.
