Authorization REQUEST: The Parks and Recreation Department is requesting the City Commission to consider amending the agreement between the City of Winter Springs and the Scottish American Society of Central Florida, Inc. PURPOSE: The purpose of this item is to consider amending the agreement for Central Florida Scottish Festival and Highland Games to be held at Central Winds Park on January 19, 2002 to allow a major sponsor to distribute Y:z oz samples of Scottish Whiskey from their Booth during the event. CONSIDERATIONS: . On June 11, 2001, the City Commission approved an agreement for the 25th Annual Central Florida Scottish Festival and Highland Games to be held at Central Winds Park on January 19, 2002. . The Agreement states 3.2 "Alcoholic Beverages shall be limited to Beer, Wine, and Frozen Drinks, if provided". . "The Famous Grouse" is a Major Sponsor of the event and has distributed samples at other events with no problems. . The City of Winter Springs does have an Alcoholic Beverage Waiver Form and Policy that allows liquor. This policy requires that the event pay for a Police Officer and V ehicIe during the event. FUNDING: N/ A 1 RECOMMENDATION: The Parks and Recreation Department is recommending approval of amending the agreement provided the Scottish American Society of Central Florida comply with the City Alcohol Beverage Waiver Policy and pay for a Police Officer and Vehicle during the event at "The Famous Grouse" Booth. Keeping in mind the family nature of our event as well as our reputation, that of the City of Winter Springs, not to mention their own good name, they have established very strict policies to govern this distribution. First, the amount of the sample is very strictly limited to % ounce of their products per person. Each person is then stamped to ensure that they do not return later for more. The Famous Grouse maintains very strict adherence to all alcohol related ordinances and laws. Their legal department has to approve all events. The organization has been in the business since 1896. As a part of their marketing efforts here in North America, they have found that events such as the 25th Annual Scottish Festival and Highland Games are a very good way for them to market their product to a receptive audience. This is not something new for them.
