REQUEST: The Public Works Department requests the City Commission validate the staff recommendation rmding the Winter Springs Senior Center Expansion site to be built in substantial accordance with the Final Engineering plans. PURPOSE: The purpose of this Agenda Item is to request the City Commission validate the staff recommendation finding the Winter Springs Senior Center Expansion site to be built in substantial accordance with the Final Engineering plans per Section 9-178 in order for Certificates of Occupancy to be issued. APPLICABLE CODE: Section 9-178. Required Improvements to be completed prior to building on lots; exceptions. (c) Where the building official has an authoritative method of assurance that the improvements will be completed in accordance with approved plans, such as withholding occupancy, the building official may issue building permits upon advising the developer that all or partial occupancy will be restricted until satisfactory completion of the improvements has be accomplished. (d) ... Certificates of occupancy will not be issued until all improvements are accepted by the city commission. FINDINGS: 1) The site has been constructed in substantial accordance with the Final Engineering plans, except as noted on the enclosed site punchlist. 2) All City agencies have found the work to be acceptable, except as noted on the enclosed punchlist. 112607_ COMM _ Consent_ 202_ WS Senior Center Site Acceptance November 26, 2007 Consent Agenda Item #202 Page 2 RECOMMENDATION: Staff recommends that the City Commission validate the staff recommendation finding the Winter Springs Senior Center Expansion site to be built in substantial accordance with the Final Engineering plans, except as noted on the attached site punchlist. All items on the punchlist shall be completed prior to Certificate of Occupancy. IMPLEMENTATION: The Certificate of Occupancy can be issued after Commission approval and satisfaction of all site punchlist items. ATTACHMENTS: 1. Install detectable warnings at the sidewalk ramp near the stop sign. 2. Complete installation of all wheel stops. 3. Complete construction of mitered end section and erosion control at the pond outfall. 4. Re-grade pond to match the approved plans, which show the pond bottom as 20-feet wide and approximately 120-feet long, with 5:1 side slopes. The pond measures smaller than this with steeper side slopes. 5. Repair the sidewalk ramp leading from the building to the parking area. The detectable warnings were not formed properly and need to be replaced. The use of detectable warning mats is recommended instead of cast-in-place concrete. 6. The cleanout at the northwest corner of the parking area needs to be brought up to the asphalt grade. 7. Replace the sidewalk along the row of handicapped parking spaces. The use of detectable warnings is not appropriate here and should be removed. The detectable warnings that are installed do not meet standards and would have to be replaced even if this were an appropriate application of detectable warnings. 8. Cleanout the stormwater structure and pipe. 9. The sidewalk between the west side of the civic center and the new parking area has a low spot that is holding water, both from irrigation runoff and from the nearby building downspout. This problem needs to be addressed to eliminate the standing water in the sidewalk. Administrative items to be completed: 1. Civil Engineer of Record's Certification Letter to the City 2. Complete set of record drawings accepted (hard copy and digital file in pdf format) 3.
