To: City Commissioners
Re: Changing the order of "Reports" during the Commission Meeting
Dear City Commissioners:
I recommend moving the "Reports" section of the City Commission Meeting to the front
following Public Input and prior to the Information Agenda.
My reasons for this recommendation are many and are a result of primarily our own experiences.
As background, the Commission has to wait until the end of the meeting to make their report.
Many times our meetings go very late and therefore either the reports get cut off or we do not
give them. Other times, the reports are unexpectedly long. As meetings get late many people do
not stay for these reports and ultimately the commissioners do not get a fair hearing on their
issues since few people are left. This becomes very frustrating for all. This part of our session
needs improvement for our citizens and us. It is my hope that by moving the reports to the front
the following can happen:
I. Commissioners will have their issues/comments stated at every meeting. In cases, where
timing is crucial, this becomes even more important.
2. If an issue needs to be discussed or additional information is demanded then the Commission
can place it on the regular agenda for later discussion. This would also allow the public to know
what is coming and they then can decide to stay or not. There would be no complaints of
surpnses.
3. The reports should move briskly because the Commissioners are fresh. Frustration and
impatience should lessen significantly. As meetings get late, there is a tendency for all of us to
get testy and impatient. (Especially, ifthere is something important to say but time is running
out.) Further, we all get tired as the evening gets late and it is particularly irksome when things
are discussed that we are not prepared for. Giving reports earlier should make for a happier
Commission
4. Reports requesting information can be gotten quicker. Many times staff leaves before the
reports are given. This delays getting answers back. Early reports allow staff to be present and
they can possibly have the requests handled before the evening is over. At a minimum, they
would have the requests frrst-hand, which would speed things up.
5. The rest of the agenda should proceed smoothly, We prepare for Agenda items. We have a
better feel on timing of these items and most importantly we would know that after the last item
the meeting would be over.

My purpose for these recommendations is to have more effective meetings whereby everyone
has a chance to speak, handle their issues, bring up important matters or get timely information.
There is no rule that says reports have to be at the end. In fact many times reports do go early in
meetings to clear the decks for the important items.
It is my hope that we give this format a try and see if it does help our performance as well as
provide better information to more citizens.
