REQUEST: Community Development Department, Urban Beautification Services Division,
Requesting the City Commission To Consider The Merits Of Increasing The
Scope Of Work For State Road 434 Landscape Maintenance And Authorizing A
Supplemental Appropriation From The General Fund In The Amount Of
$63,000 For Funding, In Light Of Future Year Funding Challenges
PURPOSE: The purpose of this Board item is to request the City Commission approve funding for
an increased scope of work for landscape maintenance services within the State Road
434 corridor from 17-92 to State Road 417 (Greenway).
CONSIDERATIONS:
On September 11, 2007 at a Special City Commission Meeting, the Commission voted
to have Staff return with an agenda item providing recommendations and cost requirements
for an increase in the level of landscape maintenance service for State Road 434; to allow for
the corridor to be maintained at the highest standards possible.
As of September 30, 2007, costs for FY '06/07 related to the landscape maintenance of State
Road 434 are recorded as follows (rounded):

Staff has performed a comprehensive analysis of the scope of work for State Road
434, pursuant to the Commission's request, and is recommending the following additions to
the City's Standard Landscape Maintenance Program:
Mowin2
. Extending the summer mowing schedule by (1) one month for a total of
(8) eight months to include October. Annual Cost $ 6,000.
Plant Replacement
. Funding for immediate replacement of plant material that becomes
damaged by vehicles, pedestrians, vandalism or for plants that degrade
due to their useful life cycle ending. Annual Cost $ 20,000.
Irri2ation
. Medians on State Road 434 between State Road 419 and State Road 417
(Greenway) are currently being maintained by Utilities Staff.
Beautification Staff believes it would be more cost effective to contract
for these services instead of doing the work 'in house'. Annual Cost
Estimate $ 16,000.
. Irrigation systems along State Road 434 in Village Walk should be
inspected (2) two times per month considering the excessive number of
broken heads due to vandalism and vehicular damage. Staff feels the
addition of (1) one irrigation inspection per month for Village Walk is
necessary. Annual Cost $ 8,500.
Litter Removal
. Litter and debris removal on State Road 434 should be increased by (8)
eight hours per week. This will provide for (3) three scheduled litter and
debris removals each week. Annual Cost $12,500.

FUNDING
A supplemental appropriation from the General Fund for FY '07/08 in the amount of
$ 63,000 to Urban Beautification Line Code (1525-54682) is necessary to fund additional
expenditures for an increased scope of work as recommended for the State Road 434
Landscape Maintenance Program. Furthermore, in future years the Commission will have to
identify an ongoing source of revenue or loose the additional improvements from lack of
maintenance. Finally, we still do not understand what impacts of the proposed constitutional
amendment will have on our future year funding.
RECOMMENDATION:
Staff recommends the City Commission carefully review the cost of recommended
additions to the City's Standard Landscape Maintenance Program for State Road 434 in
light of the proposed constitutional amendment and determine if it desires to go forward with
funding these recommended improvements.
If the Commission does choose to go forward the Commission will need to authorize a
$63,000 supplemental appropriation from the General Fund and discuss future year funding
sources.
IMPLEMENTATION SCHEDULE:
Approved additions to the City's Standard Landscape Maintenance Program for State
Road 434 would be implemented immediately.
