Authorizatio REQUEST: The Community Development Department, Planning Division, requests the City Commission schedule a workshop to discuss a proposal to refine the S.R. 434 Village Walk Concept plan and to evaluate the traffic circulation in the area. PURPOSE: The purpose of this agenda item is to ask the Commission to schedule a workshop on October 2nd or October 16th to refine the Village Walk concept plan and to evaluate traffic circulation in the area. APPLICABLE LAW AND PUBLIC POLICY: The provisions of 163.3167(11) F.S. which states: Each local government is encouraged to articulate a vision of the future physical appearance and qualities of its community as a component of its local comprehensive plan. The vision should be developed through a collaborative planning process with meaningful public participation and shall be adopted by the governing body of the jurisdiction. Skilling & Assoc. in association with Harlan Hanson Inc. and Traffic Planning & Design Inc. to refine the S.R. 434 Village Walk concept and to evaluate traffic circulation in the area. STAFF RECOMMENDATION: Staff suggests that the Commission schedule a workshop with Michael Wadley of Marion I. Skilling & Assoc. in association with Harlan Hanson, Harlan Hanson Inc. andTurgut Dervish, Traffic Planning & Design Inc. to consider preliminary concepts for the S.R. 434 Village Walk and to evaluate traffic circulation in the area. COMMISSION AGENDA ITEM B Consent Informational X Public Hearing Regular July 24. 2000 Meeting Mgr. / Authoriza IOn REQUEST: The Community Development Department requests the City Commission receive information on the current status of the City's S.R. 434 Transportation Improvement Program and the Winter Springs Village Walk project. PURPOSE: The purpose of this Board item is to inform the Commission of the current status ofS.R. 434 Corridor Redevelopment Program between U.S. 17/92 and S.R. 419 and the Winter Springs Village Walk project APPLICABLE LAW AND PUBLIC POLICY: The provisions of subsections (h)(2) and (1)(4) of Section 134 of Title 23, United States Code (as amended by the Intermodal Surface Transportation Efficiency Act of 1991) which requires a Transportation Improvement Program be prepared and approved by a designated metropolitan transportation organization (MPO). The TIP has been prepared in accordance with Title 23 eFR Part 450 and Title 23 eFR Part 450 and Title 49 eFT Part 613. CONSIDERA TIONS: On September 9, 1998, the Metro Plan Governing Board approved their Transportation Improvement Five-Year Work Plan. Approval included $4,274,000 to study, redesign, and CDD/July 1,1, 2()()(J/11 :1,1 AM _ A ... JULY 24, 2000 INFORMATIONAL AGENDA ITEM B Page 2 construct raised landscape medians and resurface S.R. 434 from U.S. 17/92 to S.R. 419. Intersection improvements are also proposed to include street lights, crosswalks with specialty pavers and signal lights mounted on mast arm poles. The project is expected to increase safety and capacity along the corridor. The City's Comprehensive Plan addresses transportation efficiency along its corridors and has, as part of its Comprehensive Plan, approved a State Road 434 Corridor Vision Plan th;y addresses safety, convenience, aesthetics and ease of traffic movement. The consultants selected include TEl Engineers and Planners, Lake Mary, Florida (lead consultant) with assistance from Herbert-Halback, Inc.; PEC; and Ardaman & Associates. These meetings may be made to informal homeowners groups, formal homeowners associations, or other formal organizations like citizen advisory committees, etc. The public meetings and Public Hearing will be scheduled at the Winter Springs Elementary SchooL The consultant will handle notice requirements. The City will be responsible for setting up and coordinating the meetings for the consultant. During August 2000, the City will interview and select a consultant to provide assistance in structuring a preliminary design for the Winter Springs Village Walk project and the landscaped raised medians along S.R. 434. The consultant will assist in obtaining a consensus of opinion that is consistent with community needs/desires that can be presented to TEl Engineers and Planners, the lead consultant for the County. Highway 17/92 to State Road 419) Dear Mr, Carrington: The purpose of this letter is to inform you of the changes in the schedule for the referenced project. Ms. Karen Pinell of FDOT advised me last week that the Federal Highway Administration has just implemented a new policy on the way the funding is set up in the LAP Agreements. The policy requires that the funding be broken down by design and construction and separate FIN numbers be set up for each of the two phases in the LAP. Please note that the total funding for this project still remains the same as previously budgeted. Ms, Pinell also indicated that the FDOT Planning staff would need to submit a TIP Amendment for this change to MetroPlan Orlando for approval. FDOT staff expects that, at the earliest, the change could be approved at the Board meeting on October 11, 2000. After FDOT's execution of the LAP Agreement, it will take about two weeks for the County to execute a contract with the consultant and encumber the contract. Our consultant suggests that this meeting be held after the holidays in order to have a higher attendance at the public meeting. Please let me know your view on this issue.
