REQUEST: The Community Development Department - Planning Division requests that the City
Commission establish the date of January 7, 2008 for a Joint City Commission / Local Planning
Agency Workshop for the purpose of reviewing and commenting on the draft Evaluation and Appraisal
Report (EAR).
PURPOSE: To have opportunity for the City Commission and Local Planning Agency to
discuss together the draft EAR.
BACKGROUND: The Evaluation and Appraisal Report functions as an audit of the
successes and shortcomings of the City's Comprehensive Plan and suggests how the plan should
be revised to better address community objectives, changing conditions, trends affecting the
community, and changes in state requirements. The issues identified by the City Commission
and the Local Planning Agency set the stage for revisions to the City's Comprehensive Plan.
This meeting will provide opportunity for the City Commission and Local Planning Agency to
review and discuss the draft EAR together, prior to EAR Public Hearing before the City
Commission on January 28th. After the Public Hearing, the draft document will be transmitted to
DCA for a cursory review.
TENTATIVE TIME LINE OF THE EAR:
Jan. 3,2008 - Local Planning Agency Public Hearing on the draft EAR
Jan. 7, 2008 - LPAlCity Commission Combined Workshop on draft EAR.
EAR Revisions based on Joint LP AlCC Workshop comments.
Jan. 28, 2008- City Commission Transmittal Public Hearing of draft EAR-
Feb. 1, 2008 - Consultant to Transmit Draft EAR to DCA & Reviewing Agencies for Courtesy Review-
(90 days prior to deadline)
March 2008 - Receive comments from DCA on draft EAR;
Revise and produce final EAR for adoption
April 2, 2008 - LP A Public Hearing on EAR
April 28, 2008- City Commission Adoption Public Hearing on EAR
May 1, 2008 - Deadline for submittal of adopted EAR to DCA & Reviewing Agencies for Compliance

STAFF RECOMMENDATION:
The Community Development Department - Planning Division requests that the City Commission
establish the date of Monday, January 7,2007 for a Joint City Commission and Local Planning
Agency Meeting for the purpose of reviewing and commenting on the draft Evaluation and Appraisal
Report (EAR), and determine a time for the workshop to begin.
