REQUEST: Public Works Department providing the City Commission with information
regarding a new LYNX bus route through Winter Springs scheduled to begin
operation in December 2008.
PURPOSE: The purpose of this agenda item is to provide the City Commission with
information regarding a new LYNX bus route through Winter Springs scheduled to
begin operation in December 2008.
OVERVIEW:
. The Central Florida Regional Transportation Authority (LYNX) provides bus and other
forms of mass transit services in Seminole, Orange, V olusia, Lake, and Osceola Counties.
· LYNX bus service is currently not available within the City of Winter Springs. The nearest
bus routes to Winter Springs are along US 17-92 and at the Oviedo Marketplace.
. A new LYNX bus route referred to as the "SR 434 CROSSTOWN" is scheduled to begin
operation on December 15, 2008. This new route is considered as a "demonstration route"
at this time, and it is fully funded for a two-year period.
ROUTE INFORMATION:
. The SR 434 CROSSTOWN bus route will operate between the Oviedo Marketplace and
LYNX's existing Rosemont Superstop near US 441. From the Oviedo Marketplace, the
route travels west along Red Bug Lake Road, north on Tuskawilla Road, then west on S.R.
434 through Winter Springs, Longwood, and Altamonte Springs to SR 436, then south to
its terminus at the Rosemont Superstop. Please see Exhibit A for a route map.
. The new bus route provides a much-needed east-west mass transit link through Seminole
County. The proposed SR 434 CROSSTOWN will enable travel from a regional
employment center (Oviedo Marketplace), through heavily commercialized areas on Red
Bug Lake Road and SR 434, and it will provide bus service to the Winter Springs Town

Center and Winter Springs High School. This route will increase the available
transportation alternatives for transit users across the heart of Seminole County and provide
an important link to existing and future north-south transit routes. The SR 434
CROSSTOWN will also provide bus service to the proposed Longwood Commuter Rail
station, scheduled to be in operation in 20 10.
. Locations of specific bus stops have not been determined at this time. Generally, LYNX
prefers to have stops on every major City block or at least every ~ mile in urban areas,
with wider spacing in lesser developed areas.
. When service begins in December 2008, the SR 434 CROSSTOWN is expected to be
available from 5:30 AM to 9:30 PM at 60-minute service intervals. Service schedules can
be adjusted to accommodate special events.
FUNDING:
· The initial two-year demonstration period is estimated to cost $1.8 million. The project is
being funded through a Service Development Grant from the Florida Department of
Transportation (FDOT) and with matching local funds provided by Seminole County.
About 15% of the funding will be from rider fares. Typically, only about 20% of the funds
required to support LYNX bus routes come from rider charges, with the remaining 80%
being funded by county and/or city governments.
· At the end of the two-year demonstration period in December 2010, in order to continue
service the FDOT funding will have to be replaced with additional local funding from
participating counties and/or cities. This amount is estimated to be in the range of
$450,000 per year.
