REQUEST: Community Development Department, Urban Beautification Services Division,
Requesting Approval For Expenditures Totaling $94,000 To Install
Hardscaping Enhancements For The Town Center Trail Park Beautification
Project.
PURPOSE: The purpose of this agenda item is to request approval for expenditures totaling
$94,000 for the installation of additional hardscape features to further enhance the
Town Center Trail Park Project.
CONSIDERATIONS:
On January 8, 2007 the City Commission approved funding and authorized construction of
the Town Center Trail Project, with Southeast Enviroscape as the contractor. On October 2,
2007, the project construction was accepted as per design specifications by the City and deemed to
be substantially complete; with a minor punch list that needed to be completed as of October 31,
2007.
Beautification Staff has identified additional features necessary to enhance the overall
experience of Town Center Trail Park for residents of Winter Springs. Recommended immediate
enhancements and their capital costs for FY '07/08 are as follows:
. 16 Benches for the Pavilions $30,000
GAP Architectural Products, Inc. (Landscape forms)
. 2 Bicycle racks along Blumberg Blvd. $ 2,000
. Low voltage lighting for feature trees $24,000
. Decorative street signs for Blumberg Blvd. $ 8,000
· Bronze Sculptures (6) Points of Interest $30,000

In the future, Staff will also be recommending the following added value enhancements to
complete Town Center Trail Park once pricing information becomes available:
· An audio system in Town Center Trail Park for playing ambient background music
throughout parkway areas that will be linked to a future Magnolia Park Amphitheater
Sound System.
· Points of Interest 'stations' featuring captions containing important moments dating back
to the 1820's in the history of Winter Springs; beginning around the time when Dr. Moses
Levy, one of Florida's largest land developers, began acquiring land in North Orlando for
resettlement of people escaping persecution in Europe.
FUNDING
Funding for the proposed enhancements shall come from funds available in Town Center
Trail Project Line Code (305-65000-30045) in the amount of $30,000 and funding from the (115)
Road Improvements Fund in the amount of $64, 000; a total of $94, 000 expended for the project.
STAFF RECOMMENDATION:
Staff recommends the City Commission approve funding from the (115) Road
Improvements Fund in the amount of $64, 000 and approve expenditures from Town Center Trail
Project Line Code (305-65000-30045) in the amount of $30,000 for costs to install additional
features that will enhance Town Center Trail Park. Staff also recommends the Commission approve
the purchase of 16 benches to be installed at pavilions in Town Center Trail Park at a cost of
$30,000 from GAP Architectural Products, Inc., who is the sole source supplier previously bid
with Southeast Enviroscape for the Town Center Trail Park Project.
IMPLEMENTATION:
The proposed enhancements would be ordered within 15 days of approval and installed
immediately after delivery, which could take approximately 90 days for some items.
