REQUEST: The Police Department is requesting the Commission to give approval for
the City of Winter Springs, Florida to enter into an agreement with Seminole County
Florida for coordination of responsibilities relating to the rebanding of the 800:rv1Hz public
safety/emergency radio communication system.
PURPOSE: To inform and seek the consent of the Commission to approve the inter-
agency agreement for the mandatory rebanding of the 800MHz public safety! emergency
radio system.
CONSIDERATIONS: The FCC mandated on December 22, 2004 the
reconfiguration of the 800 MHz spectrum on a nationwide basis with the objective of
reducing or eliminating interference with public safety communication systems caused by
the collection of certain special mobile radio and cellular telephone networks in the
800MHz spectrum.
Seminole County is required to reconfigure all of its licensed systems, to include those of
the City of Winter Springs as a subscriber operating under Seminole County's license, by
December 31, 2007. This will involve altering or replacing its entire inventory of
emergency and public safety radios, repeaters, base stations, transmitters, bidirectional
amplifiers and related software.
The FCC has mandated that Sprint-Nex.1:el fund the entire cost ofreconfiguration.
This agreement will go into effect upon signing and allow Seminole County to represent
the City of Winter Springs in any recuperation of funds during the process as well as
oversee the work to ensure seamless transition of equipment and delivery of service.
FUNDING: None required.
RECOMMENDATION: Approve Rebanding Agreement between Seminole County
and the City of Winter Springs.
IMPLEMENTATION SCHEDULE:
Immediately upon approval by Commission.
