REQUEST: At the request of Deputy Mayor Gennell, the City Commission is asked to pass
Resolution # 2000-26 in support of dedicating five additional cable channels for
educational and local government purposes.

PURPOSE: The purpose of this item is to support the dedication of additional cable channels for
education and government purposes, as recommended by the Council of Local
Governments in Seminole County, of which Deputy Mayor Gennell is Chairperson.
CONSIDERATIONS:
Educational institutions and governmental entities in Seminole County have a wealth
of information to assist and inform the population about school board matters and local
government issues.
The Seminole Government Television Channel provides only limited programming,
announcements, and basic public information.
The Council overseeing the Seminole Government Television Channel has
recommended the future availability of additional cable channels for educational and
government purposes.
If made available, local governments would be able to influence the additional of
channels for education and government purposes through negotiated franchise agreements.

A RESOLUTION OF THE CITY OF WINTER SPRINGS
SUPPORTING THE DEDICATION OF ADDITIONAL CABLE
TELEVISION CHANNELS FOR EDUCATION AND GOVERNMENT
USE THROUGH LOCAL NEGOTIATED FRANCHISE
AGREEMENTS.
Whereas, the open exchange of information is essential to good government; and
Whereas, the educational institutions in Seminole County have an abundance of information and
educational opportunities available for the public; and
Whereas, the public safety community in Seminole County has an abundance of information and
public education material available; and
Whereas, Seminole County government and the cities in Seminole County are in the process of
making their deliberations and public records more available to the public; and
Whereas, cable television provides a common means of transferring information; and
Whereas, the Seminole Government Television Channel provides limited programming,
announcements, and basic public information; and
Whereas, the Seminole Government Television Channel Council has recommended the future
availability of additional cable channels for governmental and educational use; and
Whereas, comparable metropolitan areas are served by multiple government and education
channels; and
Whereas, local municipalities regularly review and amend their cable franchise agreements.
BE IT NOW THEREFORE RESOLVED, that the City of Winter Springs encourages and
supports, through local negotiated franchise agreements, the dedication of five government and
educational channels for the express benefit of the citizens of the City of Winter Springs and
Seminole County.
