HomeMy WebLinkAbout2007 10 22 Informational 101 Central Florida Commuter Rail Project COMMISSION AGENDA ITEM 101 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR October 22, 2007 Meeting MGR /V /DEPT /~ Authorization REQUEST: Public Works Department providing the City Commission with information regarding the Central Florida Commuter Rail Project PURPOSE: The purpose ofthis agenda item is to provide the City Commission with information regarding the Central Florida Commuter Rail Project COMMUTER RAIL INFORMATION: The following information on the Central Florida Commuter Rail Project was compiled from various documents from Metroplan Orlando and the Central Florida Commuter Rail website, www.cfrail.com Route Summary The Central Florida Commuter Rail is a proposed 6l-mile railroad track route from DeLand to south of Kissimmee. The route will utilize existing CSX railroad tracks as its main artery. Phase I. is 3 I-miles and will run from DeBary to Sand Lake Road in Orange County and is scheduled to be operational in 2010. Phase II is scheduled to be operational in 2013 and adds 30 miles of rail segments from Sand Lake Road south to Poinciana Industrial Park south of Kissimmee, and north from DeBary to DeLand. A map of the overall route is shown on the following page. Rail Stations Phase I includes a total of 12 stations, including Seminole County stations in Sanford, Lake Mary, Longwood, and Altamonte Springs. The station closest to the City of Winter Springs is the Longwood station, located near the intersection of Ronald Reagan Boulevard and Church Avenue, just north of S.R. 434. Exhtbit A provides additional information on the Longwood station. All rail stations will be at-grade stations with pedestrian connections, covered platforms, and enhanced bus and other transportation services. Each station will be constructed with public safety in mind including open sight lines, plenty of lighting, and ADA accessibility. 12 park-and-ride lots are planned in outlying areas, at no additional cost to commuter rail users. Commuter Rail Fundin2 The total project cost for Phases I and II is approximately $615 million. Of that, it is expected that fi the federal government will pay 50%, the state 25%, and local governments in the four counties apportioning the remaining 25%. It should be noted that state monies are already in place for this project and local government officials in all four counties and the City of Orlando have approved interloca1 funding, governance and operations agreements. Once open, the commuter rail operation will receive an allocation of Federal funds each year and there will also be "fare- box" revenue from passenger fees. This will cover a portion of the annual operations and maintenance DIiitt. thesys1I:mwilbewvedby 17stJ1ions (O&M) costs. FDOT is picking up the remaining O&M costs, commonly called the "operating subsidy", for the first seven years to prepare for and during the 1-4 reconstruction work. Commuter Rail Ooeration The Commuter Rail corridor will provide a higher speed transportation option for commuters traveling from as far as Daytona Beach on the northern end and from Polk County on the southern end. The train would provide at least five trips during "peak" morning (5:30 a.m-8:30 a.m) and afternoon (3:30 p.m-6:30 p.m) rush hours. It would operate on a 30-minute frequency during those peak hours and a two-hour frequency during non-peak hours. Commuter rail transit (CRT) uses steel-wheeled technology similar to a traditional train and is generally powered by a diesel locomotive. The Central Florida project will use state-of-the-art Diesel Multiple Units that don't require a separate locomotive. Trains consist of 1-3 cars and can carry up to 218 passengers with an average operating speed of 45 mph. Train amenities include: restroom facilities, power outlets to all seats, reclining seat backs, and wireless internet connectivity. Passen2er Fees Passenger fees have not been decided yet, but there will be substantial discounts for passengers who buy multi-use passes as well as senior citizen discounts. Riders could probably expect a minimum fare of$2.50 for travel within one county and $1 per additional county. During the peak hour, the Central Florida Connnuter Rail Transit (CRT) system is expected to carry as many passengers as one lane ofI-4. Commutin2 from Train Stations After arriving at train stations, connnuters can reach their final destinations in a number of ways. Each station location is planned to acconnnodate as many rail passengers as possible. Most connnuters will probably be able to walk to their destination. The rail cars will be able to carry bicycles, so cycling is also an option. Large employment centers may choose to operate shuttle services. Finally, the LYNX and VoTran bus systems will serve the train stations as part of their route structures. ATTACHMENTS: 1.
