Authorization REQUEST: The Parks and Recreation Department is requesting that the City Commission continue to allow the Grizzlies to use the area near the perc ponds on Shepard Road with all four (4) teams and cheerleaders or relocate a portion of the Grizzlies to practice at the passive area of Central Winds Park. PURPOSE: The purpose of this item is to receive direction from the City Commission as to the desire to either leave the Grizzlies and Cheerleaders at the perc ponds on Shepard Road or to relocate a portion of the Grizzlies to practice at the passive area of Central Winds Park. ISUE ANALYSIS: . In February 2000, the City Commission allowed the Willie Snead Football League to practice on the perc pond area of Shepard Road. . At the March 20, 2000 Parks and Recreation Workshop, the City Commission discussed improvements to the perc pond area on S~epard Road as a practice area. . At the July 10, 2000 City Commission Meeting, the City Commission authorized the execution of a Recreational Program Agreement that allowed the Grizzlies to practice on the perc pond area of Shepard Road. 1 . On Tuesday, August 1,2000 the Grizzlies began practice at the perc pond area on Shepard Road. Approximately 200 cars were present. 70 in the parking area and 130 on the right-of-way of Shepard Road. On August 3, 2000, staff extended the parking area by moving the fencing and requested the Grizzlies to move all cheerleaders to Central Winds Park in the passive area and to car pool as much as possible. Approximately 100 cars were at the perc ponds and 70 at Central Winds Park. On Tuesday, August 7, 2000, the Grizzlies again returned the cheerleaders to the perc pond facility. Approximately 145 cars were in the parking area and traffic was backed up on Shepard Road at arrival (6:00pm) and departure (8:00pm) times. On Wednesday, August 9, 2000, staff created another entrance to the parking lot to facilitate the ingress and egress of traffic. The result of the improvements will be known on August 10, 2000. . Staff has responded to citizen concerns by expanding the parking area, recommending car pooling, requesting and coordinating volunteers to park and move traffic, relocation of a portion of the participants and creating another parking lot entrance to facilitate the ingress and egress of traffic. We will continue to work closely with both the Grizzlies and citizens to solve problems. . Staff anticipates a very large group of Grizzly supporters and also many residents of the Highlands that are concerned about the impact of this facility on their neighborhood at the City Commission meeting on August 14, 2000. . The Shepard Road perc pond facility is a temporary practice area with no permanent improvements being made. The acquisition and development of the Parker property will provide the permanent practice areas needed. FUNDING: None required RECOMMENDATION: Parks and Recreation is recommending that the City Commission continue to allow the Grizzlies to use the area near the perc ponds on Shepard Road with all four (4) teams and cheerleaders.
