Authorization REQUEST: The Parks and Recreation Department is requesting the City Commission consider phasing the Trotwood Park Project or provide other direction. PURPOSE: This agenda item is needed for the City Commission to determine if it desires to phase the Trotwood Park Project or provide other direction because of escalating project costs and the shortfall in Park Impact Fees. CONSIDERATIONS: · On July 24, 2006 the City Commission approved the execution of a FRDAP Grant for Trotwood Park for $ 200,000. The project budget estimated to be $ 500,000 was done in 2005. · CPH has done several current cost estimates of the proposed project and staff has reviewed ways to reduce current costs and phase the project. · There is currently $ 446,160 available for the project however; $ 232,700 is pledged from Park Impact Fees which is not yet received. In fact no impact fees have been received since May, 2007. · The project needs to go out to bid this fall and be awarded in early 2008 in order to have the Splash Playground open by the summer of 2008. Also these improvements in phase I will insure that the city will receive the $ 200,000 matching FRDAP Grant prior to the 2009 grant deadline. Staff and CPH are ready to prepare Phase I to go out for bid and will bring back to the City Commission the bids, recommendation and firm construction costs. . Phase II is still being permitted with St. John's Water Management. . Phase II and Phase III may be budgeted in future FY's. FUNDING: No additional funding authority is needed at this time. RECOMMENDATIONS: The Parks and Recreation Department recommends that the City Commission decide if it desires to phase the Trotwood Park Project or provide other direction. The site prep work is up to you to remove the old mulch and get the grade just right with fill and flattening. If for some reason you cannot do any site work this would probably cost between 4,000 and 5,000 in labor. In addition, the surfacing is under the Jax contract so it can be purchased very easily. If you get a chance to go and see Masters Academy new playground, take Chuck and I'll meet you there. We just put down 9,000sqft of playground grass on their new play environment featuring an Evos. I don't know if you still have the measurements from before but here they are: 2-5 age area 72,912 sq ft 5-12 age area 74,150 sa ft Total 77,062 And do you need concrete for this?
