V IDEPT ~ ' Authorizatio REQUEST: The Community Development Department requests the City Commission hold a Public Hearing for the Aesthetic Review for signage at the Regions Bank (formerly AmSouth Bank), located on the northeast comer of SR 434 and Parkstone Boulevard. PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive community development consistent with the intent and purpose of Article XI - Minimum Community Appearance and Aesthetic Review Standards. APPLICABLE LAW AND PUBLIC POLICY: Sections 9-600 thru 9-605 Minimum Community Appearance & Aesthetic Review Standards Section 20-470 (2) Ground Mounted Single Tenant Identification Sign and Section 20-470 (4) Building Mounted Single Tenant Identification Sign CONSIDERATIONS: The Regions Bank building is located in the center ofthe commercial out-parcel east of the Parkstone entrance with vehicular circulation (parking and drive-thru lanes) surrounding the building. The business entrance, located at the southwest comer of the building, includes a two-story tower with arched entryways on the ground floor. The site is surrounded by a 6 foot tall brick wall on 2 sides and a metal fence with brick columns along the south and west sides. A substantial vegetative buffer, including canopy trees, is provided along the south and west sides. The applicant proposes two (2) 12.4 SF green and white internally illuminated building mounted single tenant signs, one on the south (SR 434) face ofthe tower and one on the west (Parkstone Boulevard) face ofthe tower. Both signs will extend to 16' above the adjacent sidewalk. The total area and height above the sidewalk are addressed in the proposed development agreement (Regular Agenda Item No. 609 on this agenda). The south and west side of the site is buffered from the adjacent roadways by the existing landscaping and decorative fence and columns. Additional landscaping, in conjunction with the existing 6' tall brick wall along the north and east sides ofthe site will buffer the commercial October 8, 2007 PUBLIC HEARING ITEM 501 Page 2 of 4 activities from the adjacent residences. The site plan was approved with a monument sign along the south side of the site, 15' inside the property line, as required by Code. The applicant proposes to replace a portion of the metal fence with a 6' tall brick wall (8' tall columns) along the south side of the site and provide a 29.13 SF non-illuminated sign on the wall (approximately 13' inside the property line) in lieu of the monument sign that could not be seen from the SR 434 right-of-way (ROW). It appears that the applicant is proposing to remove several trees from in front of the new sign area to enhance sign visibility. Staff believes that the applicant must provide a viable plan to replace these trees with material of equal size. The rendering depicts this area without a tree in front of the sign. If the Commission believes that one or more trees should be eliminated to accommodate the wall sign, staff recommends that the Commission make a clear determination to that effect as well as address the cost of the tree or trees. Other proposed signage provides directions, depicts the address, and depicts the clearance height of the drive-thru. These are all typical signs at drive-thru bank facilities. The submittal requirements for aesthetic review are set forth in Section 9-605 and include the following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or spaces; ( c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The two (2) proposed 12.4 SF illuminated green and white building mounted signs are coordinated with the brick veneer finish. Staff feels the proposed wall signage is proportional to and in harmony with the building, although it provides one and one half (12.4 x 2 = 24.8; 24.8/16 = 1.55 %) the prescribed area (16 SF). It must be included in the development agreement, however, since it is inconsistent witht the requirements for the S. R. 434 Overlay District [Code Section 20-470 (4-d)] as amended by Ordinance 2006-18. The height to the top of the sign exceeds the 14' limit, extending to 16' tall. The non-illuminated 29.13 SF green and white sign located on new segment of 6' tall brick wall facing the SR 434 ROW is proportional to and in harmony with the site and the wall. Since it appears to be approximately 13' from the property line instead ofthe prescribed 15', this must be addressed in the development agreement. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. The subject site is surrounded on three sides by existing elements of the Parkstone entrance and October 8, 2007 PUBLIC HEARING ITEM 501 Page 3 of4 the architectural style, the materials and colors are in harmony with these existing elements. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more ofthe following features of exterior design and appearance: (A) Front or side elevations, (B) Size and arrangement of elevation facing the street, including reverse arrangement, (C) Other significant features of design such as, but not limited to: materials, roofline, hardscape improvements, and height or design elements. The proposed signage is not excessively similar or dissimilar to the other signage in the immediate area. The signage compliments the brick veneer on the building as well as the proposed brick wall. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. The proposed signage includes design features and detailing that accentuate the building and wall as well as enhance the established character of the existing structures in the area. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne Center guidelines, SR 434 design specifications) and other applicable federal state or local laws. The Regions Bank signage aesthetic review package meets the requirements of the City's design criteria as specified in the Code. Code inconsistencies are being addressed in a separate development agreement. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The proposed green and white signage is complementary to the existing and proposed features, is attractive, and will be an asset to the community. FINDINGS: . The proposed signage is consistent and compatible with the SR 434 design specifications, except as noted. These inconsistencies will be addressed in a separate development agreement. STAFF RECOMMENDATION: Staff review found the applicant's request for Aesthetic Review in compliance, except as noted, and recommends approval ofthe Aesthetic Review package conditioned upon a development agreement October 8, 2007 PUBLIC HEARING ITEM 501 Page 4 of 4 and a determination regarding trees in front of the sign on the proposed brick wall segment.
