REQUEST:
The Community Development Department-Code Enforcement Division requests
the City Commission considers information regarding the Hayes Road landscaping
project.
PURPOSE:
The purpose of this agenda item is to request the City Commission considers information
regarding the Hayes Road landscaping project.
CONSIDERATIONS:
At the June 28, 1999 City Commission meeting, Ms. Lorry Roero, 602 Silvercreek Dr., asked if
some landscaping could be installed along Hayes Rd. near S.R. 434, The City Commission
directed the City Manager to" work on this".
Michael Mingea, City Arborist, inspected the site on July 14, 1999 and made a recommendation
for landscaping. The City Manager responded to Ms Roero's concerns in a letter dated July 21,
1999 explaining the City's plan to install lower growing trees and shrubs.
The trees that were formerly growing along the rights-of-ways on the west side of Hayes Road
were in poor health and weakened conditions of varying degree. All of these trees had been
severely pruned by the Utility Company's contractor(s) several times. This caused
poor growth habits and resulted in weakened branch and trunk conditions, Some trees were also
showing signs of rotting. Since large branches overhang public use areas, this created a serious
liability for the City, particularly in times of storms.

The existing trees under the power lines are being removed. The Public Works Department has
planned to improve the grade, remove the sidewalk and replace it with a meandering sidewalk,
and finally replant the area with low growing, drought tolerant native trees and shrubs. This
project is scheduled for completion August, 2000.

Upon looking at tho sight on Hayes Road (south of S.R. 434 ) there
is definately a need for tr~e planting and renevation. Presently
the site has numerous misshapen trees from years of prunin~ abuse
due to utility wiring dnd pedestrian traffic. This site is also
so~ewhat hostile environment for some of the species upon it. It
would be better to remove :nost of the trees on the site unJ to
replant with morc sllitable species. Also the grade and the type
of sidewalk should be considered to be replaced ~nd relocateu.
If the above suggestions are unable to be accomplished then the
city could try to plant a few drought tolerant low growing types
of Florida native trees. The reason for the use of low growing
trees is to pFevent future excess prunin9. The reason for the
choice of Florida native trees is that they are better adapted to
the type of conditions present. In addition to using Florida native
trees, it would be good to install a few Florida native shrubs that
are also dronght tolerilnt.
Some possible choices of tree species are : Myrtle oak (Quercus
rnyrtifolia), Chickasaw Plum (prunus angustifolia), or Red Dud
(Cercis canadensis). Some shrubs could be Yaupon Holly (Ilex
vomitoria) which call even be trained into a small tree,Walter's
Viburnum (Viburnu'tU ohov,') t1lrn), or Simpson's stopper (Myricanthcs
fragrans). Each of these would need sllpplimental irriC]ution t;10119.il
until established.
As the city forester I can draw up a more precise plan if given
some type of bud'Jet amount with which to work. AI;:;o if the. side-
walk can be relocated and curhs installed a much more workable

Dear Ms. Roero:
Thank: you for your input at the June 28th City Commission regarding the need for landscaping
along Hayes Road. This issue has previously been brought up and we plan to address this need
in the coming year.
Our plan is to remove the majority of the existing trees and bushes along Hayes Road from the
bridge north and replace them with lower growing trees and shrubs. South of the bridge only
needs some additional plantings to fill in the gaps. We expect to commence with the tree
removal this fall.
Our Public Works Superintendent, Alan Hill, will be overseeing this project with input from
Mike Mingea, City Arborist. Mr. Hill can be reached at 327-2669 for project updates or
questions.
