Authorization REQUEST: The Parks and Recreation Department is requesting the City Commission approval to accept the change order from A.D. Arnold for existing Senior Center Remodeling in the amount of$ 42,770.00. PURPOSE: The purpose of this item is to request authorization for accepting a change order from A.D. Arnold for the existing Senior Center Remodeling in the amount of$ 42,770.00 from General Fund Reserves. CONSIDERATIONS: . On February 12,2007, the City Commission approved the award of a contract for the construction of the Senior Center Expansion and Indoor Therapy Pool to A.D. Arnold Construction Company. . The total funding approved was: CDBG Grant Parks Impact Fees City 15 Year Loan $ 855,000 $ 350,000 $ 750,000 Total $ 1,955,000 . The project is currently on schedule and within budgeted funds. Regular Agenda Item 600 September 24, 2007 Page -2- . Staff observed that the existing Senior Center was not a part of the construction project except for the Great Room. . Staff met with SRI's Interior Decoration staff and CPH to evaluate the appearance and need for improvements to the existing Senior Center. . The improvements recommended to the 17 year old interior included floor tile, carpet, bathroom partitions, interior painting, acoustical ceiling, chair rail, bath vanities, and exterior painting. . The improvements would provide consistency to the entire building. It all would look new. . A.D. Arnold provided a detailed listing and pricing to perform the work within the time frame and with his current subcontractors (attachment #1). . CPH Construction Manager, Michael Thibos, reviewed the proposal and has submitted a letter supporting the remodeling of the existing Senior Center. . The Senior Center Project was funded only for Capital Improvements (CDBG, Impact Fees, and 15 Year Loan). . The existing Senior Center remodeling is considered repair and maintenance and not New Capital Construction. Therefore another funding source is needed. . Staff requested this additional funding from Seminole County (CDBG). They said had no available unencumbered funds for the remodeling. FUNDING: $ 42,770.00 from the General Fund Reserves + 5% for a total of$ 44,908.50. RECOMMENDATIONS: The Parks and Recreation Department is recommending that the City Commission authorize accepting the change order from A.D. Arnold for the existing Senior Center remodeling in the amount of$ 42,770.00 plus 5% Contingency from General Fund Reserves. ATTACHMENTS: #1 A.D. Mr. Pula communicated to AD. Arnold, the cost of interior painting seemed to be excessive. Based on his comments, we contacted our Painting Contractor to inquire about the method used to estimate the Work. We were informed, since this is an existing structure, they will not be able to spray the walls as with new construction, which is the most efficient paint application procedure. This paint application will require a roller and brush procedure, which is more time consuming and therefore, more costly. In addition, facility walls will require two complete coats of paint for proper coverage as the wall color has changed. After relaying Mr. Pula's concerns to the Painting Contractor, he agreed to adjust his price from $2.00 / square foot to $1.50 / square foot for wall paint. This price adjustment is based on the existing facility Work being accomplished in conjunction with new Work, which was our original intent. Please find attached, an adjusted cost break down ofthe intended Work on the existing facility. If you have any questions, please don't hesitate to contact us. Senior Center - Existing Building Remodeling Dear Chuck: I have completed my review of the proposal for the remodeling of the existing Senior Center building prepared by A.D. Arnold Construction Co. dated September 10,2007. While at first glance the $42,770.00 price tag appears high, once I really reviewed all the details associated with the proposed remodeling plan it really is not out of line. Almost every room in the existing plan is receiving new flooring, ceilings and paint and in addition the bathrooms are going to have brand new vanities and toilet partitions per the plan this proposal is based upon. This is really a lot of work to get accomplished. Also, the exterior of the building is being painted. Another item to consider is that A.D. Arnold is not requesting a time extension to complete this work. This proposal clearly states that if approved they will have it completed along with their existing contract work. I feel this is a very important fact to consider. If you consider all of the items that need to be completed for this remodel they have the potential to add an additional 3 to 4 weeks to the project schedule if they are not included with the existing construction work. The economy of scale that is achieved by having A.D. Arnold complete this all of this work should guarantee that the entire building will be completed and functional before your grand opening event. The only way I can see that you would save money for this remodeling work by hiring contractors directly would be that you would not be paying for A.D. Arnold's 12% management fee for coordinating this work. The other unit costs and proposals from A.D. Arnold's subcontractors look to be in line with what this work will cost. However, this would mean that you would have to perform this management task to make sure all work is completed in a timely manner and up to your standards of quality. Also, with hiring contractors yourself to complete this remodeling work there would be no guarantee that the work would be completed on time or efficiently enough to minimize closings to the public within the existing building or delays to your grand opening event. A final item to consider is the overall appearance to the facility once the construction is completed. By performing this remodeling work you will essentially gain a brand new facility throughout, whereas if you do not remodel the existing portion of the building it will feel incomplete. You will always notice the inconstancies between the old and new buildings. I have worked on construction projects and remodeling projects ranging from a 42 story high rise condo building, to retail centers and warehouses, to the simplest individual kitchen remodel. The one thing that I can say that is consistent in my experience is that clients always notice where they have cut corners on a construction project. This is especially true on a remodeling project. The new addition or remodeled room always makes the other portions of the project that have not been upgrade look old and out of place with the new work. Clients are always telling me that they wished they had just done a little more to the surrounding areas to make them feel more like the newly remodeled space. I think that with the amount of effort and detail that you are putting into the addition to the Senior Center facility you would be doing a disservice to yourself and the public by not completing the project. I think remodeling of the existing space is what is needed to provide the public with a complete project that they will be happy and proud to use on a daily basis. While I think that the most efficient way to complete this remodeling work is through your existing contract with A.D. Arnold, I do understand that money can always be a factor. In light of that, I would definitely recommend that even if you do not have ADA complete this remodeling work as a change order to their original construction contract that you do have this work completed before you open this project to the public. Even if this means delaying your grand opening event to accommodate the additional time it might require to have outside contractors complete this work other than A.D. Arnold and their crews.
