Mayor Paul P. Partyka And The City Manager Are Asking That The City
Commission Of The City Of Winter Springs Consider Resolution Number
2000-21 From The Humane Society Of Seminole County, Inc. Requesting
Our Support.
PURPOSE:
This Agenda Item's purpose is to request that the City Commission of the
City of Winter Springs consider the attached Resolution Number 2000-21
from the Humane Society of Seminole County, Inc. which is asking for
our support.
CONSIDERATIONS:
The Humane Society of Seminole County, Inc. is sincerely requesting our
support, specifically in the terms as outlined in the attached Resolution.
FUNDING:
None Required.

RESOLUTION NUMBER 2000-21
A RESOLUTION OF THE CITY OF WINTER SPRINGS,
FLORIDA, AUTHORIZING CERTAIN MEMBERS OF THE
HUMANE SOCIETY OF SEMINOLE COUNTY TO ASSIST
THE WINTER SPRINGS POLICE DEPARTMENT IN THE
INVESTIGATION OF CRUELTY TO ANIMALS IN WINTER
SPRINGS.
WHEREAS, the HUMANE SOCIETY OF SEMINOLE COUNTY, FLORIDA,
INe. is organized and chartered to advance the cause of humane treatment of animals in
Seminole County, and
WHEREAS, the Winter Springs City Commission finds that it is in the best
interest of the Public for the HUMANE SOCIETY OF SEMINOLE COUNTY, FLORIDA,
INC. to utilize its resources to assist the Winter Springs Police Department and_ other
appropriate law enforcement agencies in the enforcement of laws regarding the inhumane
treatment of animals and the care of animals found to be in distress.
NOW, THEREFORE BE IT RESOLVED THAT THE WINTER SPRINGS CITY
COMMISSION AUTHORIZES CAROL WOODWARD, PAMELA WILLIAMS, ANNIE
EV ANS, JOAN THOMAS, BETTY MUNOZ, JOHN CONNELL, JEAN SARGENT
AND OTHER PERSONS WHO MAY BE APPOINTED BY THE HUMANE SOCIETY
OF SEMINOLE COUNTY, FLORIDA, INe. PURSUANT TO FLORIDA STATUTES
828.03 LAWS OF FLORIDA TO INVESTIGATE INCIDENTS OF INHUMANE
TREATMENT OF ANIMALS, TO ASSIST THE WINTER SPRINGS POLICE
DEPARTMENT AND OTHER APPROPRIATE LAW ENFORCEMENT AGENCIES
WITH THE INVESTIGATION OF INCIDENTS OF INHUMANE TREATMENT OF
ANIMALS IN WINTER SPRINGS, FLORIDA.

I am enclosing information that is self-explanatory about our Resolution that needs
your signature to enable our organization to do animal abuse investigations in the
City of Winter Springs. I am also enclosing a copy of our previous Resolution we
had with the City for your review.
I am also enclosing a copy of Florida State Statute 828.03 which describes the ap-
pointment of societies. We will also be getting Resolutions from the other cities in
the county, plus the county judge.
Since I will be leaving this Friday for approximately ten days, if you have any

A Synopsis of Animal Abuse Investie:ations
The Humane Society of Seminole County, Inc., has been conducting Animal Cruelty Investigations in
Seminole County since 1978, under the Florida State Statutes 828. However, approximately seven yean
ago, there were no investigators to do the animal cruelty investigations for the Humane Society, so in-
vestigations ceased ....._the calls of animal cruelty did not.
Just recently, our Board bas voted to once again start the animal cruelty investigations for the citizens of
Seminole County.
Although Animal Control Services do some investigations, they do not bave tbe time nor do they really
want to get tied up in civil cases which sometime occur when an animal is so badly abused or neglected
that it must be taken away from the owner. In many cases where an animal bas to be taken away be-
cause of abuse, we bave seen child abuse - wbich we have always reported to tbe Sherifrs Department.
The Humane Society put on a two-day animal abuse investigation seminar this past week-end given by
Lt. Sherry Schlueter of the Broward County Sheriffs Department concerning the Cycle of Violence, in
which she stressed the connection of animal abuse and child abuse. This seminar was also attended by a
representative of the Sberifrs Department, the Sanford Police Department, Winter Springs Police De-
partment, Lake Mary Police Department, Casselberry Animal Control Services, Seminole County Ani-
mal Control Services, and our proposed investigators. We also received coverage by Cbannel 2 and 9.
Back in the 80's we responded to approximately 45 cases a month. 85% of those calls would turn out to
be educational. The investigtor we have hired bas done animal cruelty investigations for approximately
ten years. She is objective in her investigations and bas been properly trained. No investigator goes out
into the field without proper training. We always ask the law enforcement and animal control agencies
to assist us when we feel the need, and they have always been very cooperative.
We are a non-profit organization and do not get any government or municipal funding for thi~ service.
It is a service we provide for tbe animals and the citizens of Seminole County.
I am attacbing a complete copy of the Florida Statutes we work under. In a nutshell wben tbe public
calls in an animal abuse case, we respond within tbe Florida Statutes.
