REQUEST:
The Community Development Department wishes to inform the commission on the status of the
Joint Transportation Enhancement Project and the Office of Greenways and Trails Land
Acquisition Program.
PURPOSE:
The purpose of this Agenda Item is to provide the Commission a status report on the Joint
Transportation Enhancement Application and the Office of Greenways and Trails Land
Acquisition Application.
CONSIDERATIONS:
. On February 25,2000, the city submitted an application to the Florida DEP, requesting the
Office of Greenways and Trails utilize grant funds available through the Florida Forever
Program to acquire key connected greenspace within the Town Center District to enhance
conservation and outdoor recreation.
. On June 29, 2000, the city was notified that the Office of Greenways and Trails staff ranked
the Winter Springs Town Center project # 3, with a total score of205 points. This

application is for acquisition of the Parker tract with the Springs Land/Lake Jessup Shores
property approved as a back-up purchase. The ranking is tentative and a final ranking by the
Florida Greenways and Trails Council is scheduled for July 27, 2000.
. On May 1,2000, the city submitted a Joint Transportation Enhancement Project Application
to Metroplan in conjunction with Orange County, Seminole County, Winter Park, and
Oviedo. The application has received a Number 1 ranking among all Type "A" (large
projects) applications submitted. The Winter Springs portion, which totals $2,000,000, deals
with Trailhead and Paved Trail Design and Construction, Final approval and allocation of
funds must come from FDOT under the TEA-2l federal program. TEA-2l is replacing the
Intermodal Surface Transportation Enhancement Act (ISTEA).
STAFF RECOMMENDATION:
Staff recommends that the Commission be advised of the status of the two applications.

The May 1,2000 Joint Transportation Enhancement Project application submitted to
Metroplan in conjunction with Orange County, Seminole County, Winter Park and
Oviedo in the amount of $8,000,000 has received a Number 1 ranking among all
Type"A" (large projects) applications submitted. Winter Springs' portion deals with
Trailhead and Paved Trail Design & Construction and totals $2,000,000. There is no
local match. Final approval and allocation of funds must come from FDOT under the
TEA-21 federal program. TEA-21 is replacing the Intermodal Surface Transportation
enhancement act (ISTEA).
The Office of Greenways and Trails has ranked the Winter Springs Town Center project
#3 with a total score of205 points. This application is for acquisition of the Parker tract
estimated to cost $1,400,000 and the Springs LandlLake Jessup Shores property
estimated to cost $1,550,000. This ranking is tentative and is based on the OGT Staff
Review. A final ranking by the Florida Greenways and Trails Council is scheduled for
July 27,2000. If approved for acquisition, the Parker tract is placed in the 1 st priority.
The Springs Land parcel would serve as a back up if negotiation on the Parker tract fail.
