REQUEST: Public Works Department providing the City Commission with information
from Florida's Turnpike Enterprise regarding the toll on the Seminole
Expressway for trips between Winter Springs and Oviedo.
PURPOSE: The purpose ofthis agenda item is to provide the City Commission with information
from Florida's Turnpike Enterprise regarding the toll on the Seminole Expressway
for trips between Winter Springs and Oviedo.
CONSIDERATIONS:
· Florida's Turnpike Enterprise is a separate business unit of the Florida Department of
Transportation (FDOT) that is responsible for all operations on every FDOT -owned and
operated toll road and bridge.
· Florida's Turnpike operates the northern 17 miles of State Road 417 as the Seminole
Expressway, beginning at the Seminole County line and extending north to its terminus at
Interstate 4 in Sanford.
· At the March 12, 2007 Commission meeting, Mr. Matthew Click, Director of Government
Affairs for Florida's Turnpike, made a presentation explaining the basis for the $0.75 toll
being charged to drivers traveling between Winter Springs (S.R. 434) and Oviedo (Red Bug
Lake Road). Mr. Click offered to revisit the pilot study performed by the Turnpike in 2002,
which evaluated the impact of a toll rebate on the number of trips between Winter Springs
and Oviedo using the Seminole Expressway.
· Staff met with Turnpike representatives on August 2,2007 to discuss the Turnpike's updated
analysis. The Turnpike's analysis consisted of a review of annual traffic volumes at the
onlofframps at the S.R. 434 and Red Bug Lake Road interchanges from 2003 through 2007.
These traffic volumes and a summary letter from the Turnpike are attached as Exhibit A.
· The Turnpike's analysis indicated there has been considerable traffic growth at the Red Bug
Lake Road interchange; however, there has only been limited growth at the S.R. 434
interchange. Based on the low growth at the S.R. 434 interchange, the Turnpike concluded

that the number of trips between the two interchanges as a percentage of all S.R. 434
interchange trips continues to be low. The Turnpike has no plans to implement a temporary
toll rebate program similar to the pilot project completed in 2002, and no further analysis is
planned at this time.
· Bonds issued to construct the Turnpike used revenue models based on the current tolling
amount ($0.75 at the S.R. 434 toll plaza). This cannot be changed without having a
compensating source of revenue. Until electronic tolling is implemented, the Turnpike has
stated that the City has the option to correct the toll rate inequity by paying for the capital
cost to install the necessary equipment, which has been estimated at $1.2 million. There is
also an annual maintenance cost of$75,000 and an annual "lost revenue" cost of$100,000
that would have to be paid by the City.
. Fully electronic tolling is expected to be implemented on the Seminole Expressway within
the next 10 years. When this happens, a per mile toll rate will be utilized and the current
tolling inequity for trips between Winter Springs and Oviedo will be eliminated.

Dear Mr. McLemore:
Per the request of your Public Works staff at our meeting on August 2, 2007,
please find a summary of the traffic between the SR 434 and Red Bug Lake Road
interchanges on SR 417. This summary represents the annual traffic counts at
these interchanges for all ramp movements. A review of these traffic counts
indicates considerable growth at the Red Bug Lake Road interchange while only
limited growth at the SR 434 interchange.
