Authorization REQUEST: The Parks and Recreation Department is notifying the City Commission about Recreational Program Agreements with local youth sports organizations and draft Fees and Charges for field usage. PURPOSE: The purpose of this item is to update the City Commission about Recreational Program Agreements and Fees and Charges for field usage. ISSUE ANALYSIS: . City staff has met with local youth sports organizations to enhance youth sports programs on the dates of December 15,1999, January 12,2000, February 27, 2000, March 9,2000, April 25, 2000, April 27, 2000, May 31, 2000 and June 5, 2000. . The City Commission, at the Parks and Recreation Workshop of March 20, 2000, discussed Recreational Program Agreements (partnerships) and requested that staff bring back to them the following: 1. What the City provides and what the organizations responsibilities are; 2. Fees and Charges for field usage to include projected revenues and what others are doing; 3. A policy regarding practices on the game fields and in the amphitheater area of Central Winds Park. 1 FUNDING: Projected Revenues: Expenses: Net Revenue: $50,500.00 $30.000.00 $20,500.00 RECOMMENDATION: No recommendation required. IMPLEMENTATION SCHEDULE: July 10,2000 Request approval of Recreational Program Agreements and new Fees and Charges Resolution~ ATTACHMENTS: Attachment #1- Recreational Program Agreements Information Attachment #2- Draft Fees and Charges Resolution Attachment #3- Seminole Cities Fees and Charges Comparison COMMISSION ACTION: Agendal09 2 ATTACHMENT III RECREATIONAL PROGRAM AGREEMENTS Recreational Program Agreements are legal agreements between the City of Winter Springs and local youth sports organizations that are valid for a period of one (1) year. The primary purpose of these is to provide facilities owned by or scheduled by the City Of Winter Springs to local youth organizations for games and practices and to enhance youth sports. Parks and Recreation has been providing some of these services already to most youth organizations. However, no agreement existed. The youth sports organization is responsible for the following under the agreements: 1. Collect fees and charges from program participants. 2. Provide coaches, referees, administrative and support personnel to operate programs. 3. Provide all schedules and league handouts. 4. Provide all sports equipment, training aids, trophies, etc. for participants. 5. Provide all uniforms for participants. 6. Provide financial compensation to the City based on registration of participants. 7. Reimburse the City for all costs for facility rental and supervision/maintenance for school board facilities. TlI1e City of Winter Springs Parks and Recreation Department is responsible for the following under the agreements: 1. Coordinate with youth sports organizations the scheduling of game and practice facilities. 2. Provide printing and mailing of program brochures. 3. Provide a phone line with voice mail for league information. 4. Provide criminal background checks for soccer league coaches. 5. Provide coaches' certification for league coaches. 6. Provide maintained and ready to play facilities for games and practices. 7. Will not charge an additional field rental or use charge for facilities. The estimated financial compensation to the City is estimated to be as follows: Basketball Football Soccer Soccer Baseball TOTAL $10,000.00 $ 8,000.00 $20,000.00 $ 6,500.00 $ 6.000.00 (plus other financial assistance) $50,500.00 The obligations of the Parks and Recreation Department, in order to fulfill the agreements are as follows: Additional Part Time Staff Printing Mailing Background Checks Coaches Certification TOTAL $ 4,000.00 $10,000.00 $ 8,500.00 $ 4,500.00 $ 3.000.00 $30,000.00 The Parks and Recreation Department, the city attorney and the youth organizations have communicated regularly with draft agreements for the past six (6) months. The youth sports organizations and Parks and Recreation support these agreements in order to enhance the City of Winter Springs Recreational Programs. Also, it is the intent of the Parks and Recreation Department to bring back to you at your next meeting, or as soon thereafter as possible five (5) Recreation Program Agreements as follows; football, baseball, two (2) soccer and basketball. Also, a new resolution to establish fees and charges for field usage and a repeal of Ordinance 635-A and Resolution 701 will also be brought to you as recommended by the City Attorney for purposes of clarification and continuity. Ilmg recprogramagreement/wordldocs ATTACHMENT 112 DRAFT RESOLUTION NUMBER A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, ESTABLISHING THE FEES TO BE PAID BY INDIVIDUALS OR GROUPS OF YOUTH AND ADULT ACTIVITIES FOR THE EXCLUSIVE USE OF FIELDS LOCATED AT CENTRAL WINDS PARK, TROTWOOD PARK, SUNSHINE PARK, AND GRIZZLY FIELD (pERC POND) PROVIDING FOR CONFLICT AND EFFECTIVE DATES. WHEREAS, the City Commission of the City of Winter Springs, Florida, has found it necessary to periodically review its fee schedules pertaining to activities and facilities within the City; and, WHEREAS, the City Commission of the City of Winter Springs, Florida has adopted Ordinance Number 635-A and Resolution Number 701 establishing fe,es and charges; and, WHEREAS, the City Commission of the City of Winter Springs, Florida, has determined that is needs to implement a new fee schedule. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA THAT: SECTION I: The following fee schedule pertaining to activities and facilities is Adopted as the official fee schedule for individuals, groups, youth and adults at Central Winds Park, Trotwood Park and Sunshine Park and Grizzly Field (perc pond): GAME FIELD RENTALS: PRACTICE FIELD RENTALS: Baseball/Softball without lights per hour Baseball/Softball with lights per hour Soccer without lights per hour Soccer with lights per hour $13.00 $20.00 $15.00 $22.00 Baseball/Softball per hour Soccer/Football per hour $10.00 $10.00 All rentals are based on a 2 hour minimum. The game field and practice field rental fees do not apply to those organizations that have entered into Recreational Program Agreements with the City. Those Agreements provide for financial compensation to the City. PARKS AND RECREATION DEPARTMENT CONDUCTED ADULT SOFTBALL, FLAG FOOTBALL AND BASKETBALL: Each Team Non-resident Per Game Per Player $32.00 $ 5.00 The team fees per game do not apply to those organizations that have entered into Recreational Program Agreements with the City. Those Agreements provide for financial compensation to the City. SECTION II: All baseball/softball fields and soccer fields at Central Winds Park shall be used only for team games and not for practices. The amphitheater area of Central Winds Park shall not be used for baseball/softball, soccer, football, or any other organized team games or practices. A staff labor service charge is adopted at being $8.00 per hour for part-time employees and $12.00 per hour for full-time employees for every hour or fraction thereof. SECTION IV: This Resolution shall remain in force and effect until supplemented, amended, repealed or otherwise altered. SECTION V: All Resolutions or parts of Resolutions in conflict with this Resolution are hereby repealed. SECTION VI: This Resolution shall take immediate effect upon its passage and approval.
