REQUEST: Utility/Public Works Department Requesting Approval of a Design
Modification for the Moss Road Improvements
PURPOSE: The purpose of this Board item is to request approval to alter the design of a
portion of the proposed improvements to Moss Road from four lanes to two lanes.
CONSIDERA TIONS:
The City Commission authorized CPH Engineers on May 10, 1999 to design
improvements to Moss Road from S.R. 434 to S.R. 419. The improvements as identified
in the Traffic Circulation Element of the Comprehensive Plan are for the four laning of
Moss Road. Included in the project scope are medians, sidewalks, pedestrian crosswalks,
landscaping and irrigation.
At the May 10, 1999 meeting, the Commission requested that CPH review
alternatives to four laning while still meeting the Level of Service requirements of the
Comprehensive Plan. A study of the traffic circulation patterns and modeling of future
traffic counts has resulted in a determination that the four laning of Moss Road is only
needed from S.R. 434 to First Street near the Fire Station. A portion ofthis section is
already four laned. From the Fire Station north, the proposed median configuration would
accommodate a future four-lane design although current models do not project that need.

The modification would reduce the estimated cost of construction from $1.2
million to $900,000. This project is currently included in the One-Cent Sales Tax construction
program. We have confirmed that this modification does not jeopardize the eligibility of the
project in the One-Cent Sales Tax program. However, the City Manager is currently reviewing
the priorities of all our roads projects against available resources to derive the best capital
improvements plan to achieve the goals of the City. This may result in the recommendation that
some projects, including Moss Road, be deferred.
FUNDING:
No additional funding is needed at this time. The design costs of$91,110 were
previously approved from the capital improvement line code of the Transportation Impact
Fee - (140-56310).
RECOMMENDATION:
It is recommended that approval be given to alter the design of Moss Road (north
of the Fire Station) from four lanes to two lanes, which will still meet the 2010 LOS
requirements ofthe Comprehensive Plan.
IMPLEMENTATION SCHEDULE:
The scope of services will be completed within 90 days of approval.
