REQUEST: City Manager requesting the Commission to. determine if it desires to
reconsider Regular Agenda Item D of May 22, 2000 relative to adoption of a resolution
supporting the use of Community Development Block Grant (CDBG) funds to extend
sanitary sewer service into Winter Springs Industrial Park for a planned Respite Center
for rest and recovery of ill or injured homeless people.
PURPOSE: The purpose of this item is for the Commission to detennine if it desires to
reconsider adoption of resolution # 2000-11 as amended, endorsing the utilization of CDBG
funds to extend sanitary sewer service into Winter Springs Industrial Park for a planned Respite
Center on a 7.5 acre site.
CONSIDERATION:
On May 22, 2000 the City Commission voted unanimously to deny adoption of Resolution #
2000-11.
The reasons stated for denial were:
1. Concerns over the possible negative aspects of a Homeless Center on the city.
2. The not for profit nature of the facility reducing the availability of taxable industrial
property in the city.
3. The concentration of social service organizations in the Industrial Park.

In addition to the above, concerns were received regarding the mayor's interest in the project in
his role of realty/broker for the property.
Father Bluett, representing Health Care for the Homeless of Orlando Inc. and Larry Visser,
representing the Grove Counseling Center, Inc., as sponsors for the project, were not available at
the May 22, 2000 meeting when the Commission took up the agenda item. Representatives will
be available to present the project and answer questions if the Commission elects to hear
reconsideration Item A-I.
In discussion with Father Bluett the city learned that Resolution 2000-11 as written incorrectly
stated that 8t. Stephens Catholic Church was the sponsor for the project. The sponsors for the
project are Health Care for the Homeless, Inc. and the Grove Counseling Center. The Resolution
has been corrected.
FUNDING: Not Applicable
RECOMMENDATION:
It is recommended that the Commission decide if it desires to rehear Agenda Item A-I to
consider adoption of Resolution # 2000-11.

First of all, let me apologize for not being in attendance when I should have been, on
Monday, May 22nd, Reports I have received indicate that there is some confusion about
the facts on the whole question of the Respite/Convalescent Care Center, Let me try to
help a little.

My role is that of point man for the project, which will be managed and operated
by Health Care for the Homeless in Orlando, I am co-chairing with Becky
Cherney a $6 million capital fund drive to build this center and a new clinic to be
located at Central and Parramore in Orlando, Our church at St. Stephen has
pledged $500,000 over three years to the fund drive,

Paul Partyka was the broker for the people who sold us the property, That sale
was concluded on May 18th, and Mr, Partyka has no further role to play in this
matter,

Prior to the purchase of the property, I met on April 18th at 11 :30 a,m, with Kip
Lockcuff, Mr, McLemore, Don LaBlanc, and Paul Partyka to make sure t~at
everything was in order prior to purchase of the property, We got that assurance,
(Attached are letters dated May 1 ih confirming this,)
During this meeting, the question of sewer versus septic was raised, We were
prepared to pay for the extension of the sewer line, but Mr. McLemore suggested
that we contact Seminole County about the possibility of a block grant to pay for
the sewer line, which would benefit the entire area,

On Monday, May ih at 8:30, I attended a meeting at City Hall with Paul Partyka,
Larry Vissar (of The Grove) and Buddy Balagia of Seminole,County (responsible
for block grants) to determine the process for obtaining the block grant. Later Mr.
McLemore and Charles Carrington joined the meeting and we all agreed on the
process for obtaining this grqnt. The first step was to ask for City Commission M
support in this matter.. ~

4. Due to my absence from the May 22nd meeting, the facts were not clearly
presented, Given all of the above, I hope the city proceeds with the request for
the block grant.

To Whomever it May Concern:
As I understand the nature and purpose of this Healthcare Center which will involve
contracted, professional medical care, I find that it is an allowed use in the C-l zoning
district Permitted uses of the C-l zoning district are automatically allowed in the C-2
zoning district Therefore, this Center is an allowed use in the C-2 zoning district at the
Old Sanford/Oviedo site.

RE: Sewer Service Availability to Proposed Respite Care Center
Old Sanford/Oviedo Road
To whom it may concern:
The City of Winter Springs has sufficient water and sewer treatment capacity to provide
service to the proposed Respite Care Center on Old Sanford/Oviedo Road. There is
currently a water line on 050 Road available for connection provided the appropriate
capacity and construction charges as previously estimated are paid.
The closest sewer line is a force main near the intersection of Moss Road and Cory
Lane. We estimate the cost to extend the force main to your proposed project to. be
about $50,000. Of course, you would still need a small lift station to connect to the force
main.

RESPITE/CONV ALESCENT CARE CENTER
~ Respite Center to be managed, operated and staffed by the Health Care
Center for the Homeless located in Orlando
~ Facility location in Winter Springs
~ Facility for 50 adult clients
~ Admission protocol for client to include: need for a place for client to rest and
recuperate from an illness or injury
~ Admission protocol to include client release from hospital or emergency room
or clinic before recovery is complete
~ Admission protocol to include possible relapse if not housed in a Respite
Center
~ Network of Social Service agencies already in place to partner with the
Respite Center
~ Safe clean structured program to assist the clients toward recovery and self
sufficiency
~ Medical needs provided by the Health Care Center or Primary Care or Health
Department
~ Transportation provided by the Health Care Center
~ Length of stay per client is two weeks to 3 months depending on level of
recovery need
~ Upon discharge patients will be transported back to their original abode
~ AA and NA programs available on site
~ Client contracts for strict adherence to rules and regulations of the Center
~ This Center is only for planned admissions, not a drop off or walk in center
~ Partner with all the area hospitals and emergency rooms with education
programs for staff of the same, regarding admission criteria
~ Cooperative efforts of the cities and counties who share the same problem of
ill and injured people, without a home to recover, to combine resources to
assist these same people toward better health and self sufficiency
