REQUEST: Reconsideration of Resolution # 2000-11 as amended asking Seminole County to allocate Community Development Block Grant (CDBG) funds to extend sewer service into Winter Springs Industrial Park for a planned Respite Center for rest and recovery of ill or injured homeless people. . PURPOSE: The purpose of this Agenda Item is for the Commission to reconsider adoption of Resolution # 2000-11. APPLICABLE LAW AND PUBLIC POLICY: The Community Development Block Grant (CDBG) Program is authorized under Title I of the Housing and Community Development Act of 1974 as amended, The regulations implementing the CDBG Program are found at 24 CFR (Code of Federal Regulations) Part 570. CONSIDERATION: On May 22, 2000 the City Commission denied adoption of Resolution # 2000-11 endorsing the use of CDBG funds to fund the extension of sewer service to a proposed Homeless Respite Center in the Winter Springs Industrial Park. If the Commission finds that the Respite Center is not considered to be an asset for the community, or the use results in an excessive decrease in taxable property for the Industrial Park, the Commission should consider finding that this project is not in the best interest of the public, deny passing of Resolution # 2000-11, and request staff to review options for deleting these type uses from the Industrial Park. 2. If the Commission finds that the Respite Center is an asset to the community and that the reduction of taxable property from the Industrial Park is outweighed by the benefits of the Respite Center the Commission should consider approval of Resolution # 2000-11, and request to review options for deleting these type uses from the Industrial Park in the future. 3. If the Commission finds that the planned Respite Center or the decrease in taxable property in the Industrial Park is not favorable, but the connection of sanitary sewer services made possible by CDBG funds would facilitate additional development in the park in such a way that increased park development would outweigh the negative impacts of the Respite Center, and the reduction of taxable property resulting from the Respite Center then the Commission should consider approval of Resolution # 2000-11, and request staff to review options for deleting these type uses from the Industrial Park in the future. FUNDING: Not Applicable RECOMMENDATION: It is recommended that the Commission consider the question of whether it desires to adopt Resolution # 2000-11 as amended endorsing the use of CDBG funds to extend sewer service into Winter Springs Industrial Park and facilitate the construction of a Homeless Respite Center in the Industrial Park. OF ORLANDO, FLORIDA AND THE GROVE COUNSELING CENTER, INC. ASKING THE SEMINOLE COUNTY COMMISSION TO CONSIDER AMENDING THE CDBG RECOMMENDED FUNDING ACTIVITIES TO INCLUDE $100,000 TO EXTEND SANITARY SEWER SERVICE INTO WINTER SPRINGS INDUSTRIAL PARK TO SERVE A PLANNED RESPITE CENTER. WHEREAS, Health Care Center For the Homeless, Inc. of Orlando, Florida, plans to construct and operated a respite center for rest and recovery of ill or injured homeless people~ WHEREAS, The proposed site to locate the respite center is located on a 7,5 acre site in the Winter Springs Industrial Park~ WHEREAS, Sanitary sewer service is currently unavailable in the Industrial Park and extension of sewer service is estimated to cost $1 OO,OOO~ WHEREAS, Funds are available under the Community Development Block Grant program for capital improvements such as sanitary sewer systems to serve low and very low income households. WHEREAS, The Seminole County Commission will be considering the recommended funding activities under the Community Development Block Grant program in late July, NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA: SECTION I - The Winter Springs City Commission endorses the use of Community Development Block Grant Funds to finance the cost of extending municipal sewer to the proposed site of a respite convalescence center for the homeless in the Winter Springs Industrial Park proposed by the Health Care Center for the Homeless, Inc. of Orlando, Florida. SECTION n - That the Mayor of the City of Winter Springs is hereby authorized to sign and transmit this resolution to the Seminole County Commission for their consideration. SECTION m - That the City Manager is authorized to attend the July County Commission meeting to offer support to Healthcare Center For the Homeless, Inc. of Orlando, Florida in obtaining funding under the CDBG program to extend sanitary sewer service into the Winter Springs Industrial Park. SECTION IV - EFFECTIVE DATE: This resolution shall become effective upon the date of passage. At the request of The Grove's President, Larry Visser, I am sending you this letter to provide some infonnation on the current progrartls at the agency's Winter Springs campus, as well as future plans. The Grove operates two residential programs at the campus, located at 580 Old Sanford/Oviedo Road. One of the programs is a 28-bed adolescent residential program for youth with substance abuse problems and addictions. The other is a 22-bed juvenile justice facility for moderate risk, court-referred offenders. In addition, our prevention department is housed at the Winter Springs facility. Although most prevention programming is offered at off-site locations, youth in these initiatives may participate in the ROPEs course at Winter Springs. ( Currently, The Grove operates four septic systems/drain fields at Winter Springs. Thus, we are processing sewage for approximately 30-40 staff and 60 youth daily. In addition, we plan to expand the juvenile justice facility to 30 beds in the coming year. and the adolescent residential substance abuse program to 40 beds within the next two years. Clearly, it would be healthier. more efficient, and environmentally sound to have a city sewer line installed. Regarding the 51 % poverty criteria of the CDBG grant program, each of the youth in the juvenile justice referral program is a ward of the state and receiving Medicaid. This also applies to approximately one. half of the youth in the substance abuse treatment program because they are foster care youth-also wards of the state. Perhaps 15% of the remaining youth in that program also qualify under the criteria. Further, over 90% of the youth that participate in prevention program activities at the Winter Springs site would meet the poverty criteria. FL 32708 . (407) 327.1765 FAX (407) 327.2001 ( ATTACHMENT D RECOMMENDED FUNDING ACTIVITIES PlY 2000-2001 CDBG Sanford Swimming Pool $125.000 The Board pre-awarded $125,000 for Program Year 2000-2001. The pool construction is complete and is being used by the community. The Seminole County School Board will be reimbursed with these funds. This is the final payment for this activity, City of Sanford-Strawberry Street Area Sanitary Sewer -Goldsboro $121,000 This was a high priority request by the City via the City Manager. A total of 30 low/mod persons will be assisted. Residents along Mulberry, Strawberry, Peach and 19111 Street will benefit from this infrastructure improvement. City of Sanford-Strawberry Street Area Potable Water -Goldsboro $47,805 This was a high priority request by the City via the City Manager. Surplus COBG funds from the Goldsboro Streetlight Project will be used to provide potable water improvements to the same residents receiving sanitary sewer service, City of Sanford-Fa<;ade Improvements & SignagelLandscaping-Goldsboro $150.000 This was the highest priority item requested by the City via the City Manager. Funds will be used to perform fa<;ade improvements to the businesses located on West 13111 Street located in the Goldsboro commercial area. The County will request financial participation by the business owners that will be receiving the benefit of the COSG fa<;ade grant. Funds will also be used for signage specifically along the entrance areas to West 13th Street from Persimmon Avenue and from US 17-92. City of Oviedo -Infrastructure Improvements (Phase I) $297,265 The project is located in the Avenue B area of the City, Funds will be used for sanitary sewer installation, street paving and associated minor drainage improvements. The City will leverage this activity with $100,000. The project will consist of 3 phases and the County should expect Mure funding requests from the City. A total of 85 housing units (low/mod) will benefit from the project. City of Casselberry -Edgewood Manor and So. Cypress Way Extension $534,185 These two (2) projects are located in the Lemon Lane, So. Cypress Way. Anchor Road and Melody Lane areas of Casselberry. The residents will receive the benefits of paved streets, sidewalks. drainage improvements. potable water improvements and streetlights. The extension of South Cypress Way to Melody Lane will afford the residents of Sunnytown with an alternate entry and egress from their community as well as improved access to the Sunnytown community for emergency services. For several years, the center has been in need of repairs and upgrades. The center is used for childcare services, meal services for the elderly, after-school tutoring, social events, job fairs and homebuyer counseling and training, Midway Target Area - Infrastructure $460,000 Co8G funds will be provided for paving, drainage, sidewalks, curbing and associated infrastructure improvements to unimproved areas of northwestern Midway. Affected streets are Dixie, Hurston, Henri, Ruff, Jack, Granby, Lingard and a portion of Center Street. Mobile/Manor Community .Paving $80,000 The Mobile/Manor Community is a lower income neighborhood located in unincorporated Altamonte Springs. The CD Office a.nd the Public Works Roads Operations Division will continue their working partnership with CoBG funds being used to pave the following streets: Alma Drive, Frances Lane, Lake Shore Drive, Magnolia Drive, Manor Drive, Mobile Avenue, Nashua Avenue and Star Drive. Seminole County Community Assistance - Emergency Medical Assistance $100,000 This funding is for the continuation of funding which will benefrt up to 400 low/mod persons assisted with emergency medical assistance. The Community Assistance Division will continue to administer this activity. Seminole County Community Assistance Childcare Services $20,000 While waiting for 4C assistance, funds will be used to assist up to 15 lower income households with childcare services. This activity is "tied" to the welfare-to-work self- sufficiency programs. Seminole County Code Enforcement $22,517 These funds are provided annually to provide administrative services for a half-time Code Enforcement Officer. Code enforcement services are restricted by federal regulation to the designated target areas of Seminole County.
