HomeMy WebLinkAbout2000 06 12 Regular Item D-1 COMMISSION AGENDA ADD-ON ITEM D-l CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X MGRJ2w\ /DEPT C.,(Y Authorizatioii 6/12/2000 Meeting REQUEST: The City Manager requests the Change Order No.2 of the Parks Improvement Program be amended to include an additional $8,500.00 for de-muck areas for restrooms and tot playground at Torcaso Park. PURPOSE: The purpose ofthis request is to receive Commission authority to add an additional $8,500.00 to the list of request items in Change Order No.2 for the Parks Improvement Program to de- much areas of Torcaso Park. CONSIDERATIONS: . Soil borings completed on Friday June 9, 2000, indicated muck at Torcaso Park in the area where the restrooms and tot playground are to be built. De-mucking in the amount of $8,500.00 is needed to make it possible to construct these facilities. . Regular Agenda Item D on this Agenda has a list of items which are required and a list of elective improvements to the park. The required items appear as Change Order No.2. 'srI 9 Jun 00 Chuck Pula, Director Park and Recreation Department City of Winter Springs 1000 East SR 434 Winter Springs, Florida 32708 Re: Parks Improvement Project Change Order NO.2 Update Chuck I returned to the office today around 2:00 p.m. and returned a phone call to the contractor M. H. Williams to leam that the both the restroom facility and the tot lot pavilion at Torcaso Park failed the compaction tests which were done by Universal Engineering Sciences prior to the concrete being poured for the foundations. Universal proceeded with additional tests to discover that both building pads had muck below the surface and although we do not have their report of findings it appears the muck is 6" to 36" in depth. With this news we recommend that the City add an additional $ 8500 to the change order nO.2 revising the current contract change from $ 209,282.16 to a new total of$ 2] 7,782. ]6.This recommendation comes considering the following background: I. Initially these two buildings were located on the south side of the pond but soils reports showed muck to a depth of]8 feet which meant an expense of approximately $ 30,000 for pile foundations. 2. We then had borings done on the north side of the lake, which showed some muck 6" to ]8" and some areas with no muck. 3. We directed the contractor to move the buildings to the north side and provide test excavations to identify areas with out muck for the new building locations. 4. This was done and the foundations were dug only to find that less than 24" away from the test holes showing no muck, muck was discovered after the compaction tests failed. 5. It appears that this entire area was created several years ago with fill brought in over an existing swamp area and there does not appear to be any area for the facilities without some unsuitable soils being encountered. 6. In discussing the cost to de-muck with the contractor we feel fairly confident that $ 8500 will cover the cost because these buildings are slightly smaller and there appears to be less muck than the two similar buildings at Sunshine Park where we have a bid for de-mucking. In addition we have a fixed equipment cost and a unit price for both muck removal and clean fill that we will monitor to keep the cost to a minimum with $ 8,500 as a not to exceed cost. We know this does not come as good news but feel these are amenities that will enhance the park for our community an with little other options we recommend proceeding with the de-mucking upon confirmation of the exten 0 the muc in the pending Universal Engineering Sciences report.
