REQUEST: City Manager requesting direction to meet with the Dunmar Estates
Homeowner's Association to discuss issues related to construction of a water line to loop
the east and west areas of the city's water system.
PURPOSE: The purpose of this agenda item is to request Commission authority for the City
Manager, City Attorney and appropriate staff to meet with the Dunmar Estates Homeowner's
Association to discuss the questions and answers related to the proposed construction of a water
line through Dunmar Estates.
CONSIDERATION:
The City Commission approved funds for construction of an 8 inch water line through Dunmar
Estates to loop the east and west area of the city's water system in order to provide for a more
reliable water supply. Preliminary design studies indicate that the most feasible location for the
line is through Dunmar Estates.
On May 20, 2000 Commissioner McLeod presented the proposed project to the other members
of the association. There were a number of issues raised and concerns voiced during the meeting
that apparently went unresolved.
Consequently, on May 22, 2000 Commissioner McLeod wrote me the attached letter requesting
that I request a meeting with the Homeowners Association to discuss the project and to address
concerns and questions the members might have with the project.
Based upon the importance of this project to public safety of the public I am in agreement with
Commissioner McLeod that we should offer to meet with the homeowner's association!

FUNDING: None Required.
RECOMMENDATION:
In accordance with Commissioner McLeod's recommendation, it is recommended that the
Commission authorize the City Manager, City Attorney and pertinent. staff to meet with members
of the homeowners association to discuss concerns and questions the members may have with
the proposed project.

Re: Southern Water Main Interconnection
Dear Ron,
On May 20t\ I attended (as a homeowner) the Dunmar Homeowner's meeting
where the above subject was discussed. There was concern by the home owners that this
water line connection would intrude on the private domain of Dunmar, and that it would
open the door for city, county, state and federal agencies to have access to Dunmar and
infringe on home owner rights by making them connect to a sewer line, and the capping
of their wells.
They also have concerns regarding fire protection. In this regard, they are to have
a homeowner's meeting with Fire Chief Lallathin at Mike Jones' home in order to
determine how the fire department would fight a fire at each home in Dunmar. For
example, would it be by fire truck, truck and tanker, pool water, or by helicopter pulling
water from surrounding lakes.
I believe you should contact the president of the Dunmar Homeowners
Association to see what type of meeting would best address the questions at hand.
Ron, if the home owners in Dunmar, as a whole, don't want to meet with you,
then I would look for another route for the 3rd water line connection.
