Authorization REQUEST: Seminole County Economic Development Department request to provide the Commission with information regarding Florida's Brownfields Redevelopment Program and how it could affect Winter Springs. PURPOSE: This agenda item is needed to provide John Metsopoulos, Seminole County's Program Manager for the US 17-92 C.RA., an appointment to inform the Commission of the potential impacts of Florida's Brownfields Redevelopment Program on the US 17-92 corridor. CONSIDERATIONS: Winter Springs entered into an interlocal agreement with Seminole County and other Seminole County cities bordering the 17-92 corridor in 1998 to create the 17-92 Community Redevelopment Authority C.RA. The C.RA. is a tax increment district. In FY08 Winter Springs will return estimated $175,000 in tax revenues to the district that could have otherwise been utilized for other purposes in the City. Brownfield area means a contiguous area of one or more brownfield sites, some of which may not be contaminated, and which has been designated by a local government by resolution. Such areas may include all or portions of community redevelopment areas, enterprise zones, empowerment zones, other such designated economically deprived communities and areas, and Environmental Protection Agency- designated brownfield pilot projects. 376.79(4), F.S.
