Perform Storm Sewer Line Rehabilitation COMMISSION AGENDA ITEM 215 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR August 13, 2007 Meeting MGR/IY~EPT /# J ,/ Authorization REQUEST: The Public Works Department is requesting authorization to hire Inliner American, Inc. to perform Storm Sewer Line Rehabilitation by Piggybacking off Orange County Project No. Y4-.1082-J2 PURPOSE: The purpose of this Board item is to request authorization to piggyback off of Orange County Project Y6-1 082-J2 with Inliner American, Inc. for lining of storm sewer pipes at a cost of $34, 142 plus 10% contingency. CONSIDERA TIONS: This project is needed for the rehabilitation of a storm sewer system pipe that due to age (34 years), and construction methods at the time of installation is failing. The process, a trenchless technology called Resin Impregnated Cured-In Place Pipe (RICIPP) lining, is the preferred method of repairing storm sewer pipes when excavation becomes too costly due to reconstruction costs or proximity of homes. This process relines the interior of the pipe recreating the wall thickness of the pipe, and does not rust, and does not affect flow capacities. The project includes 462 feet of pipe at located between 706 and 718 Lancewood Drive and 718 Lancewood to 384 S. Panama Cir. The rehabilitation of the pipe can be done with no excavating, restoration or potential damage to sidewalks, curb and roadway. The cost of rehabilitation includes the cleaning, dewatering, installation ofRICIPP lining and video inspection. August 13,2007 Consent Agenda Item 215 Page 2 FUNDING: The Stormwater Utility Fund - Repair and Maintenance (3800-54623) was originally budgeted for FY06/07 at $35,000 and currently has a balance of$ll,OOO which will not cover the cost of the proposed work. It is necessary to appropriate the funds for this project alone as the balance of this line may be needed for work elsewhere and if not utilized will return to the fund balance. An additional $35,142.00, including 10% contingency, would have to be appropriated from fund balance ($300,000) and transferred to this line code in order to fund this project leaving a $264,858 fund balance. The project cost of$35,142 will be paid from this fund. Funds will be expended over the next 30 days. RECOMMENDATION: It is recommended that authorization be granted to piggyback off Orange County Project No. Y4-1082-J2 with InlinerAmerican, Inc. for lining rehabilitation of storm sewer lines at a cost of$35,142 plus 10% contingency, and appropriate $35,142 from Stormwater Utility Fund balance for additional funding for this project. IMPLEMENTATION SCHEDULE: The installation will be complete within 30 days of Commission approval. ATTACHMENTS: None COMMISSION ACTION:
