Authorization REQUEST: The City Manager presents to the City Commission the request of St. Stephen's Catholic Church and the Grove Counseling Center, Inc. to approve a resolution asking Seminole County to allocate Community Development Block Grant (CDBG) funds to extend sanitary sewer service into the Winter Springs Industrial Park for a planned respite center for rest and recovery of ill or injured homeless people. PURPOSE: The purpose of this request is to authorize a resolution supporting a request to Seminole County to allocate CDBG funds in the amount of $100,000 to extend sanitary sewer service into Winter Springs Industrial Park to serve a planned respite center on a 7.5 acre site. APPLICABLE LAW AND PUBLIC POLICY: The Community Development Block Grant (CDBG) Program is authorized under Title I of the Housing and Community Development Act of 1974 as amended. The regulations implementing the CDBG Program are found at 24 CFR (Code of Federal Regulations) Part 570. CONSIDERATIONS: . A respite center is a facility for the purpose of rest and recovery for ill and injured people who are homeless. . A respite center would house up to 50 clients that have been discharged from a hospital or emergency facility with no place to rest or heal. MAY 22, 2000 REGULAR AGENDA ITEM D Page 2 . A respite center would be a division of the Health Care Center for the homeless located in Orlando. . The deadline to submit proposals for CDBG funding was March 3,2000 at 5:00 p.m. Based on submissions received, County staff has prepared a listing of recommended funding activities for FY 2000-2001. Any change or adjustment in funding to include a respite center would require County Commission action in late July 2000. FISCAL IMPACT: The Public Works Department estimates that $100,000 will be adequate to extend sanitary sewer service into Winter Springs Industrial Park to serve the respite center. Programs approved under the CDBG program do not require a local match. STAFF RECOMMENDATION: Staff recommends the City Commission consider the request of St. Stephen's Catholic Church for a respite center. ATTACHMENTS: A. Resolution number 2000-11 B. Location map C. May 11,2000 Mr. Charles Carrington, AICP Community Development Director City of Winter Springs 1126 East SR 434 Winter Springs, FL 32708 58S l!ast State Road 434, Longwood, Ft. 32750 (401) 339-9600 FAX (407) 339-2129 Dear Mr. Canington, At the request oCThe Grove's President, Larry Visser, I am sending you this letter to provide some information on the current programs at the agency's Winter Springs campus, as well as future plans. The Grove operates two residential programs at the campus, located at 580 Old Sanford/Oviedo Road. One of the programs is a 28-bed adolescent residential program for youth with substance abuse problems and addictions. The other is a 22-bed juvenile justice facility fur moderate risk, court-referred offenders. In addition, our prevention department is housed at the Winter Springs facility. Although most prevention programming is offered at off-site locations, youth in these initiatives may participate in the ROPEs ~W'se at Winter Springs. CUlTently, The Grove operates four septic systems/drain fields at Winter Springs. Thus, we are processing sewage for approximately 30-40 staff and 60 youth daily. In addition, we plan to expand the juvenile justice facility to 30 beds in the coming year, and the adolescent residential substance abuse program to 40 beds within the next two years. Clearly, it would be healthier, more efficient, and environmentally sound to have a city sewer line installed. Regarding the S I % poverty criteria of the COBG grant program, each of the youth in the juvenile justice referral program is a ward of the state and receiving Medicaid. This also applies to approximately one- half of the youth in the substance abuse treatment program because they are foster care youth-also wards of the state. Perhaps I S% of the remaining youth in that program also qualify under the criteria. further. over 90% oCthe youth that participate in prevention program activities at the Winter Springs site would meet the poverty criteria. I hope that this infonnation will be helpful as you prepare a letter to the County commissioners. Should you have any questions, please contact me at (407) 339-9600, ext.118, or Larry Visser at ext. 111. Sincerely yours, 7~~ -- Mark D.
