REQUEST:
The General Services Department requests that the City Commission select one
of four options to improve the performance of the "request-to-speak" system in
the City Commission Chambers.
PURPOSE:
The purpose of this agenda item is to authorize the necessary expenditure of
funds to enhance the reliability of the "request-to-speak" system on the
Commission dais.
APPLICABLE LAW AND PUBLIC POLICY:
City Charter and Administrative Code
CONSIDERATIONS:
The current "request-to-speak" system on the Commission dais has
malfunctioned repeatedly, and is in need of repair or replacement.
Several alternatives are available through only one vendor who has
recommended everything from simple repairs to the existing system to
complete replacement with state-of-the-art technology.
- The Purchasing Division solicited bids or quotes from four different audio-
visual companies in Central Florida, only one of which agreed to evaluate the
current system.
- Audio Systems of Florida, Inc., was able to find only one manufacturer with
reasonably priced alternatives to consider.

FUNDING:
The funding level will depend upon the selection made by the Commission. The
Commission originally allocated $20,000 for Commission Chamber
improvements under the "Other Equipment" line code of the Commission budget.
$5,315 was spent on new microphones and ceiling speakers, leaving $14,685
currently available.
STAFF RECOMMENDATION:
Staff recommends the City Commission select option #3 from the list of
alternatives which will provide a more modern system at a reasonable cost of
$1,520.00.

Dear Gene:
As requested, 1 have finally been able to receive pricing for the above-referenced system
for the Commission Hearing Chamber.
Several options arc proposed to you in this proposal.
I, The cost to replace the existing system with a touch sensitive panel at the mayor's
pu:sition Wld individual push buttons at the other positions using a Crestron Conference
system is $1It576.00.
This system would ail ow future additions to the system for automatic voting tally and
remote control of screen, VCR, lighting, and microphone controL
2. The cost of the installation creating a custom request to speak system which
c.ontains a panel located in the back room, new pushbutton at each of nine positions~ and
an annunl,;iator panel located at the mayor's position is $7,998.00.
3. The cost for the installation of new illuminated pushbuttons replacing the existing
switches is $1,520.00. This option replaces the existing switches with new illuminated
pushbutloas which illuminate when pushed; to tum off the pushbutton is depressed again.
The remainder of the system will operate the same as the existing system.
4. This option allows Our :sto:rvil,;e department to replace the defective switches
on a "time and material" basis at a rate of $68.00/ hour.
