IDEPT Authoriz REQUEST: The Community Development Department requests the City Commission hold a Public Hearing of the final engineering and aesthetic review of The Grove Counseling Center expansion project. PURPOSE: To provide a site plan review and aesthetic review of the proposed additions to The Grove. APPLICABLE LAW AND PUBLIC POLICY: Chapter 9, City Code of Ordinances Florida Building Code Fire Code CHRONOLOGY: January 22.2007 - Commission approved conditional use to expand existing site July 6. 2007 - Incomplete site and aesthetic review submittals received (distnbuted to staff on July 13, 2007) July 23.2007 - Commission directed staff to bring the site plan and aesthetic review to the Commission on July 24, 2007 July 24. 2007 - Staff review discusses site and aesthetic review CONSIDERATIONS: The Grove is an existing counseling center that needs to expand. They have connected to the City's potable water supply and have submitted acceptable plans to connect to sanitary sewer. Chapter 9 of the City Code requires them to submit a site plan consistent with the criteria specified in sections 9-46 and 9-73 as well as undergo the aesthetic review set forth in sections 9- 600 through 9-606 before the building permit may be issued. Both site plan and aesthetic review issues are incomplete. For example, more information is required as to the proposed 614 SF restroom and laundry addition between buildings "A" and "B" for both the site plan and aesthetic July 24, 2007 PUBUC HEARING AGENDA ITEM 500 Page 2 of2 review. This information could have major effects on the design and cost of the addition, based on the various applicable building and fire codes. At its regular July 23,2007 meeting, the Commission directed staff to bring the site plan and aesthetic review to the Commission on July 24,2007. This bi-passes a site plan recommendation from the Planning and Zoning Board. Sections 9-346 and 9-347 ofthe City Code require a site plan and site plan review for any construction, except for a single-family dwelling. Sections 9-46 and 9-73 set forth the criteria for site plan review and subdivision review. Although the Code sets forth specific criteria to be included in a site plan, staff feels that the improvements that The Grove is proposing are not significant enough (from a public health, safety, and welfare standpoint) to warrant provision of each and every item in those lists, but that additional information and some changes are necessary to protect the public health, safety, and welfare. The most important items have been addressed in the attached staff comments. It appears that the modular unit could probably be added with little difficulty, except that some (3) of the proposed parking spaces need to be eliminated, where there is only 20' (24' is the minimum acceptable) between the rear ofthe spaces and the proposed modular unit, to keep people from backing into the unit. The remaining spaces appear adequate to serve the facility, although all handicap access aisles must be connected to walkways, so that no HC user is compelled to maneuver behind a parked automobile. The amount of additional impervious area appears minimal, but Public Works will inspect the site and determine the adequacy of the existing storm-water management facilities. The primary issue is the 614 SF restroom and laundry addition. The one existing building that it connects to is already larger than the 3,500 SF threshold for fire sprinklers. The proposed restroom and laundry, as best staff can determine, will either require adequate fire separation or fire sprinklers. Likewise, no aesthetic review information has been provided for this addition. The proposed modular unit is depicted in the applicant's submittal and appears in harmony with the established character of other buildings, structures in the surrounding area. STAFF RECOMMENDATION: Given the Commission's July 23,2007 directive, staff recommends that the Commission approve The Grove site plan and aesthetic review, subject to the applicant adequately addressing staff comments with staff. Please address the following comments (where applicable) and resubmit: 1. A sanitary sewer plan was reviewed and approved by the City in 2006. No additional submittals related to the sanitary sewer system are required unless the layout changes based on the new buildings. 2. Three parking spaces will be removed, but the remaining 36 parking spaces are adequate to serve the site. 3. Extend the sidewalk in front of Building A to the new handicapped parking space. Provide appropriate signage and striping at the new handicapped parking space. 4. The 20-foot wide drive aisle is not adequate to serve the two parking spaces in front of the building steps. A 24-foot minimum aisle width is recommended for 90-degree parking spaces. 5. The amount of new impervious area is minimal so no new stormwater improvements are required. The City will inspect the existing stormwater facilities to verify that they are in acceptable operating condition. FIRE MARSHAL REVIEW 24-JUL-07 BDALLAS THESE PLANS WERE REVIEWED AND THE FOllOWING COMMENTS ARE MADE: 24-JUL-07 BDALLAS 1. THERE ARE NO ISSUES WITH THE MODULAR CLASSROOM OR ITS lOCATION. 2. IF THE PROPOSED ADDITION BETWEEN BUilDINGS "A" AND "B" ACTUAllY CONNECTS THE TWO BUilDINGS, IT Will THEN BE CONSIDERED ONE BUilDING, AND Will BE OVER THE TRESHOlD FOR REQUIRING A FIRE SPRINKLER SYSTEM. IF IT IS FREE STANDING AND DOES NOT CONNECT TC EITHER BUilDING, IT CAN BE CONSIDERED A SEPERATE BUilDING, AND WOULD, I BELIEVE, PER THE BUilDING CODE, REQUIRE 2 HOUR WAllS ON THE SIDES BETWEEN THE EXISTING BUilDINGS. The site plan does not appear to meet the specifications of sections 9-46 and 9-73 of the City Code. At minimum, plans to include location and reasonable description of potable water and sanitary sewer provisions (existing and proposed) and a HC accessible sidewalk connection from the new HC space to the sidewalk system that serves existing buildings "A" and "B." Consideration should be given to the backing out movements from the HC space closest to the new modular unit. 2. Section 9-346 states "Except that used for a single-family dwelling, no parcel ofland within the city shall be developed or improved by construction of any nature without a site plan having been first submitted, reviewed and approved as herein set forth..." Section 9-347 states the following: "Any person desiring to develop or improve any parcel ofland as provided for in this chapter shall submit to the site plan review board a site plan. Such site plan shall be reviewed for compliance with all city ordinances, for conformity with the city's comprehensive plan.. . internal circulation, parking, concerning emergency vehicle access and concerning pedestrian movement; for assurances of satisfactory utility service for the health and welfare of the community; to assure compatibility with other improvements...; to assure adequate setbacks...; and to assure that the aesthetic and architectural details of the planned project are compatible. . ." 3. Please explain the addition between the 2 existing buildings (e.g. is it a separate building attached with a breezeway to the 2 existing buildings or an addition creating one large building from 2 buildings that were previously connected with a breezeway or other). 4.
