HomeMy WebLinkAbout2007 07 23 Consent 202 Plan To Correct Pavent Deficiences on WS Blvd Phase I. es' COMMISSION AGENDA ITEM 202 CONSENT X 1NFORMATIONAL PUBLIC HEARING REGULAR ~ Jul 23 2007 MGR~ /DEPT / '~ , Meeting Authorization REQUEST: Public Works Department Requesting City Commission approval of a plan to correct pavement deficiencies on Winter Springs Boulevard, Phase I PURPOSE: The purpose of this agenda item is to request the City Commission's approval of a plan from Orlando Paving Company to correct pavement deficiencies on Winter Springs Boulevard, Phase I. CONSIDERATIONS: • The pavement on Winter Springs Boulevard was recently reconstructed or milled and resurfaced from Tuskawilla Road to Arrowhead Court. At the completion of construction, the ride quality was poor in some locations due to pavement undulations. Final acceptance testing using a rolling straightedge indicated a total of 51 locations having smoothness deficiencies in accordance with the project specifications. A smoothness deficiency is defined as any location on the final pavement surface that is more than 3/16" above or below level when measured using a rolling straight edge. The 51 smoothness deficiencies ranged from 4/16" to 8/16" above or below level, with the majority being 4/16" or 5/16". The contractor, Orlando Paving Company (OPC), has acknowledged that the smoothness deficiencies were primarily caused by their poor workmanship. • OPC has performed corrective measures consisting of the heating and cross-rolling of the pavement at deficient locations that were too high. This has smoothed out some of the high points. However, heating and cross-rolling does not correct low points, and not all high points have been corrected. • The 51 deficiencies identified in the rolling straightedge test can be handled in one of two ways per the project specifications: Consent Agenda Item 202 July 23, 2007 Page 2 of 3 1. Correct the deficiency by removing and replacing the full-width of the pavement for a minimum of 50-feet on each side of the deficiency. 2. If an engineering determination indicates that the deficiencies are sufficiently separated so as not to significantly affect the ride quality of the pavement and corrective action would unnecessarily mar the pavement appearance, a payment reduction can be issued. The amount of payment reduction would be equal to the quantity of materials the contractor would have removed and replaced had the corrective action been taken. PROPOSED PAVEMENT REMEDIATION PLAN: OPC has agreed to mill and resurface a total of approximately 3,100 feet of travel lane on Winter Springs Boulevard, out of the 9,400 feet total length of travel lane that was reconstructed or resurfaced, or about one-third of the project. The mill and resurface will be for the full 14-foot width of the travel lane. The 4-foot bike lane/shoulder will not be resurfaced. 2. The smoothness deficiencies have been gouped into eight separate resurfacing segments ranging in length from 200 to 600 feet each, as shown in Exhibit A. Grouping the deficiencies into eight resurfacing segments (four eastbound and four westbound) is preferable to having a higher number of short repair segments along the roadway, which create unsightly gaps between repair segments and an overall appearance of a roadway that has been patched. In arder to provide eight continuous resurfacing segments, OPC exceeds the minimum resurfacing length required by the specifications (100 feet per deficiency) by a total of approximately 350 feet. The eight proposed resurfacing segments will correct 40 out of the 51 identified deficiency points. The remaining ll deficiency points are at isolated locations. Since none of these 11 remaining deficiencies are geater than 5/16", Staff recommends accepting a pay reduction for these deficiencies rather than unnecessarily marring the roadway appearance with isolated 100-foot long resurfacing segments. The pay reduction would be approximately $14,000. 4. OPC has assured the City that the pavement quality problems from the initial installation have been addressed, and additional OPC quality control personnel will be onsite to supervise the work during the remediation phase. FUNDING: No funding is required to complete the proposed remediation plan. The City is withholding approximately $198,000 until project acceptance. Consent Agenda Item 202 July 23, 2007 Page 3 of 3 RECOMMENDATION: Staff recommends the Commission approve the proposed Winter Springs Boulevard Pavement Remediation Plan as outlined above. IMPLEMENTATION: OPC intends to proceed immediately and have the remediation work complete before school starts on August 20, 2007.
