Charles Carringt~~ Community Development Director Thomas Grimms, AI~ Comprehensive Planning/Zoning Coordinator THRU: DATE: April 26, 2000 RE: Public Hearing Agenda Item "D" at April 10,2000 Commission Meeting You questioned why reference to Parcel 7 and 8 of the Tuscawilla POO was included in Agenda Item "D" for April lOth. The reference was part of the whole of the Development Review Committee minutes for October 19, 1999. These minutes are part of Attachment "C", which was the Town Center Large Scale Comprehensive Plan Amendment Transmittal to DCA. DCA in the past said they do not want an excerpt of minutes, but the whole complete minutes of the meeting that day. This is why the sections on Winter Springs Executive Park, the Elizabeth Morse Foundation Property plan amendment, Tuscawilla PUD - Parcel 7 and Parcel 8 were also shown detailed as part of that day's DRC proceedings. Staff has no knowledge of any ongoing activity relative to Parcels 7 and 8 at this time. The Commission approximately four (4) years ago expressed its strong desire for more complete information pertaining to agenda items that come before them. The staff has heeded the Commission's request. This is why Attachment "c" was included as a complete background, so the Commission would have ready access to refer to any part of the Town Center Large Scale Comprehensive Plan Amendment Transmittal to the Florida Department of Community Affairs, :- ...."'.. Bamel _ 4/J 5/2000 Our Mayor has been heaping scorn at the City Commission ever since December 1997 when he attempted to impose his will over that which is 8peJled out by the City Charter by unilaterally thinS the City attorney. The Comminion, in itl earnest desire to move the City forward and maintain our citizens best interest by providing the best police services, the best emergency responses. the best fire dq>anmem and the best parles in the county and the best tax base, hu prevailed , At for the quotation in bold letters and gigrred by a member Cor People for Good Government, it amounts to another spin job against the good work of the Commission. The person whose name you show in '"Quote of the Day" was not even present at the public hearings that took place Monday, April 10, 2000, Furthermore, it is a diuervice to the community to falsely attack a group of dedicated individuals whose only goal is to make our City a premiere community in Seminole County. No one to my knowledge has ever denied a citizen the opponunity to speak for or asainst any agenda item. Every citizen in our City has an opponunity to speak on any ofthe issues covered by the agenda during Public Input, which is the first order of business The reuon for the lateness wu due to the oomrovenial issue of the Town Center. This issue has been beaten to death for over two years and any citizen wishing to speak in behalf of the issue or against has had more than ample time during the many public hearings held. We had to resolve the issue by smoothing out the kinks in it to the much appreciated satisfaction of the Schrimsher.. It was decided early on that we would stay as long as was necessary in order to protect the best interests of our citizens. We did that and are proud of it and do hope that level headed citiuM of Winter Springs are alllO proud of our sacrifice ' Some of the people in the organization mentioned have for many years been detractors. The leadership in that organization has never acted in good faith when it comes to areas beneficial to the City and worse yet to their immediate neighborhood. An examination of tile records of the history of our City could prove that the dynamics of the present commiuion have been responsible for the progress and the giant leap into the new millenium; all in behalf of our citizens to whom we are ultimately responsible. Today, Satw"day April. 15~ we dedicated a new millcnium park for the enjoyment of our families, the children and youth of our community. The medii WU not there to cover a beautiful event and neither were any of the people whose criticism IUJd negativism is aimed at hindering our every effort, but those who appreciate our late meetings in order to make such things pouible are witnesses and living proof of our hard and positive work. This commission has worked very hud during the past three years to bring to reality a vision; a vision that will soon be realized and one tha.t will benefit our citizens for many years to come.
