REQUEST:
The Community Development Department requests that the City Commission approve a
resolution supporting the City of Winter Springs participation in ajoint transportation
enhancement application with Orange County, Seminole County, Oviedo and Winter
Park.
PURPOSE:
The purpose of this request is to authorize a resolution supporting a grant application under the
Transportation Equity Act for the 21st century, TEA-21, to design and construct the unimproved
portions of the Cady Way Trail and the Cross Seminole Trail. Each county or municipality is
limited to a maximum grant amount of $2,000,000.00. The Winter Springs portion will be used
to design and construct the paved portions of the Cross Seminole Trail and trailheads within the
Winter Springs Town Center.
APPLICABLE LAW AND PUBLIC POLICY:
Title 23 of the United States Code authorizing transportation enhancement projects under the
Transportation Equity Act for the 21st century and section 339.135 (4)(a), Florida Statutes, the
Florida Department of Transportation (FDOT) application procedures related to transportation
Enhancement projects.

CONSIDERATIONS:
. On July 13, 1998, the Commission approved an interlocal agreement with Seminole County
in which the City agreed to fund all design and construction costs over and beyond that not
covered by state and federal grants.
. The currently approved paved realigned trail within the City consists of approximately 9,850
feet or 1.83 miles. There are two planned trailheads. Estimated trail design cost is
$55,000/mile or $100,697. Trail construction is estimated to cost $350,000/mile or
$640,500. The two trailheads are estimated to cost $600,000 each for a total of $ 1,200,000. .
Surveys are estimated to cost 25,000/mile or $45,750. The total estimated project cost is
$1,986,947. The City is eligible for up to $2,000,000. The unpaved portions are not eligible.
. All applications are due May 5, 2000 and must be presented to Metroplan on May 17, 2000.
A 20 percent local match mayor may not be required. The City may be able to use the costs
for monies already spent for trail surveys as matching credit.
FISCAL IMPACT:
Matching funds totaling $397,389 less eligible in-kind expenditures mayor may not be required.
STAFF RECOMMENDATION:
Staff recommends that the Commission approve the attached Resolution No. 2000-08.

A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA,
SUPPORTING A JOINT GRANT APPLICATION BY ORANGE AND
SEMINOLE COUNTIES AND THE MUNICIPALITIES OF WINTER
PARK, OVIEDO AND WINTER SPRINGS FOR THE WINTER SPRINGS
TOWN CENTER TRAILS AND TRAILHEADS; AUTHORIZING THE
CITY MANAGER TO DEVELOP, SUBMIT AND SEEK SUPPORT FOR
THE AFOREMENTIONED APPLICATION; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Winter Springs desires to design and construct the Cross Seminole Trail
within the proposed Town Center; and
WHEREAS, Winter Springs desires to incorporate the Town Center trail segments as
part of the regional trail system; and
WHEREAS, Winter Springs recognizes the need to cooperate with other counties and
municipalities to accomplish this goat
WHEREAS, Winter Springs desires to submit this project for funding under the
Transportation Efficiency Act for the 2151 century (TEA-21).
NOW, THEREFORE, BE IT RESOLVED, THAT THE CITY COMMISSION OF
THE CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS:
SECTION I - The City Manager is hereby authorized to develop and submit a joint
TEA-21 application with Orange and Seminole Counties and the municipalities of Winter Park
and Oviedo for the Winter Springs Town Center paved trail segments and trailheads.
SECTION II - The City Manager is hereby authorized to seek the support of other
counties, municipalities, agencies or organizations for this project.
SECTION ill - EFFECTIVE DATE: This resolution shall become effective upon the
date of passage.
